were stopped in the Senate and
I House before noon in order to dispose
of the impending bills.

Senator R. A. Booth, of the State
Highway Commission gave a survey
of the work of the Highway Commis
sion, dealing with the various phases
of the work and the great value to
the state the highway system would
be when completed. Mr. Booth, In
speaking of the relation of the coun
try and the townman stated "The man
who lives in the town and would not
favor biulding roads leading into it
would smite the hand that feeds him""
"There are people who think the high
way unnececssary and extravagance",
said he, " but the state of Colorado
receives as annual revenue from tour

fornia about 100 million and if Ore
gon would could receive one fourth
this amout from the travel attracted

tal expense of the cost of the roads
under consideration."
Mr. Booth stated that the fewest
bid on the pavement has been accept
ed in each case of 47 contracts let
last year and that an average mile of
paved road costs 123,000. Every thing
in the road program of the slate
leads to the development of the rural
communities. Portland pays 36 per
cent of the tix of the state and re
ceives only the tra!e that these roads
brings to the city, said the speaker.
L. J. Cau field, engineer on the high
way leading from Albany north to
Jefferson was called on, who took as
a slogan "make every day a booster
day and to build good roads at a mini
mum cost."
Judge W. R. Bilyeu spoke on local
matters of the county and stated that
owing to the amount of money re
ceived from a 2M mill tax and the
double cost of labor and material the
court could not carry ou( as much
work as in formrr years. He pre
sented a scheme to the members of
the organization to present to the
voters of the next election to place
a three mill levy on the property of
the county for road purposes in
addition to the state and Federal mon
ey received, the 48 miles of market
roads of the county and the usual re
pair work could be completed. His
estimate was that (18,000 per mile
would build the roads , of this county
and that the road from Scio, Leban
on and Brownsville would be complet
ed as market roads connecting with
the. state highway. Other speakers fol
lowed. Rex. Davis, of Harrisburg, was
elected president, F. J.. Miller, was
elected vice-president and A. C.
Schmitt re-elected secretary-treasurer.

of workingmen In Germany has In
created 241 percent, and of women 203
percent since 1914, according to the
