FRANCES CARROLL, ONE TIME ALBM GIRL, TO JOIN HUSBAND ON MERCY MISSION Major and Mrs. Phillip Carroll of Hood River will leave Portland this week on a mission of mercy into the dark regions of Austria and Chechos lovakia. Councilman Calavan brought up .he mstter of the water main which ia pro posed for Pine street between Salem end Santiam roads. Councilman Beam, of the Fire and Water committee, reported favorably upon increasing the salary of Fire Chief Clark Price from $115 to $125. He explained that this was not in re ality an increase, for Price has been receiving $115 as chief engineer, which position he still holds, and in addi tion does the work of the chief. -' Road Brought Up Street Commissioner Junkin called the council's attention to the fact that it is under obligation to build a road in Bryant Park before next July and l recommenuea mat now is ine time to begin.
