The two governments are aaid to have agreed on a settle ment that will satisfy Colombia with out sacrificing the self-respect of the United States. The expressions of regret over the Panama incident which were contain in a former drafe of the treaty hare been eliminated with Colombia's con sent. The United States ia to pay fc9,000,000. partly for demonstrable damage incurred by Colombia throuh the loss of Panama property and in come, and partly, it appears, as balm for Colombian feeling. The United States Is said to be sacrificing 10, 000.000 to avoid apologising. Whether or not there waa anything to apologise for ia still a moot ques tion. Since the debates of 20 year have not settled this point, it is hard ly worth diacuasing any longer. There will be such a widespread feeling of relief at tha winding up of this old, annoying controversy that few Amer icans will grudge the money. The senate may well ratify the treaty immediately. If It ran n got out of the way before the German peace treaty ia disposed of, all the better. It U not merely the relations be tween .the United State and Colum bia that are in question, but the re lations of the United States and all Latin-America. Those relations have improved much of late. The Omen bian issue is the last important bone of contention and source of distrust. It is more eaaential to convince all the rest of the hemisphere that the Unit ed State ia honorable and Just than it i to quibble over a little phrase ology or a few million dollar.
