This question is not new to the peo
ple of Albany. Whether there is an
acceptance of the proposition that has
teen made, depends upon the public
mind and public action. I had hereto
fore determined that I would keep
"Lands off," if the proposal were fair
ly presented to the. people. That is,
it was my opinion that the exact terms
of the proposition should be known,
that the people should do their own
reasoning and act without interfer
ence. However, so many stories have
come to ma of tea manner of bringing
the proposal to the attention f the
people, that I deem it proper to make
a statement.
I may ut that the same people who
. have heretofore been so active and
enthusiastic in support of the propo
sition have been and are now in the
same unfair way that characterized
their efforts heretofore, trying to In
fluence the public mind. The state
ments that are being made misrepre
sent the feels. This may be due to
overzealousness, or in some cases it
may he intentional; but to be just to
everybody we will say that it is un
iritemxubl. i
Nevertheless, the statements are
false, and have caused many well
meaning citizens to clrenge their mind
concerning the matter. In order that
there may be no misunderstanding as
to what I refer, I will state 1 plainly
that it has reached me many times,
that certain persons who have been
most actively supportng the proposi
tion have stated that at, offer as made
in 1914haa len short of the conditions
imposed at that time and that it is
now a proposal to offer it to the city
without condition. I could scarcely
believe that any person possessed of a

kind of a statement, besause it is
wholly false. I made an investigation
and I found that men who are ordin
arily supposed to be reputable are act
ualy spreading- such statements broad
cast. It has been proven to me by
some of my close personal friends who
voted against the propositin before,

tliat the statements made to them to
the effect that the conditions have been
removed. Even though I knew these
things, Icould scatvely believe it. The
truth is that not a single one of these
traditions have been removed. They

of them with a slight niodificalion
of the phraseology. Since this matter
haa come W be a matter of veracity, I
shall not ask the people of Albany to
accept any statement I may make but
mi give reference to the records In

ple to the proffered deed as it was
'made in 1914 and the deed that is now

cision by the people. As many of the
readers of the papers will not have
the facta before them I will ask them
to lefer to the pamphlet mailed to
the toters of the city by the City Re
corder.
I am sorry I have not before me the
conditions that were in the former
deed but they nmy be seennt the re
cinders office by request. Now to
shew that I am not exagerutiug my
stnlenient, that false statements are
being made to the public, I am insert
ing' herein an exact cony of a portion
of an article published in both of the
evening papers of Albany on June 8,
