ITALIAN HYSTERIA
In all the Italian comment
on the controversy at Paris
there is an incredible ignor
ing of the real points at issue.
This is true alike of the pub
lic statement of Premier Or
lando and the editorials of the
Italian newspapers.
There is a vast amount of
bluster about Italy "ascend
ing from the abyss of misfor
tunes to the radiant crest of
most glorious victory"; of the
Italians "demanding with un
swerving tenacity their sac
red and impregnable rights";
of the allies "snatching from
Italy the fruits of her heroic
sacrifices and victories."
There is no mention of rhr
fact that Italy last vear ac
cepted the new set of allied
principles condemning secret
treaties and offering all na
tions self-determination and
access to the sea. There is
no mention of the fact that
Fiume was not even promised
to Italy by the secret Pact of
London, but Dromised tr
Croatia. There is no mention
of the fact that bv that same
treaty Italy was to receive
only a portion of the Dalma
tion islands and coast. There
is no mention of the fact that
while the little seannrt town
of Fiume proper has about
zvw Italians to 16,000 Slavs
the suburbs that inevitably go
with it are preponderantly
Slav, and that possession by
Italy would give Italy author
ity over 100,000 Slavs to 30,
000 Italians. There is no
mention of the fact that Dal
nuria contains 600,000 Slavs
to 18,000 Italians. There is
no mention of the fact that
the great enemy, Austria
Hungary, against whom it
was natural that Italy should
want to erect defenses, no
longer exists; that Italv has
aheady got more than she
went to war for; that if she
has her way now, Jugoslavia,
the new republic associated
with the allies on terms ap
proved by Italy herself, will
be shut off entirely from the
sea and rendered economical
ly helpless.
All glittering generalities,
but no logic, no reason, no
sense! Nothing but wild ex
citement over a program of
imperialistic expansion. That
program is contrary to the
previously declared purposes
of Italy herself. It would
make the allies' idealistic pro
fessions mere lies. It is com
parable to the purpose and
spirit with which Prussia
launched this "year. False
leadership has imposed it on
the Italian people, always
emotional and impressionable
until it seems to have become
a 'fixed idea,' a symptom of
national hysteria which lately
has seemed to verge on na
tional insanity.
The hysteria will doubtless
calm down in time. But mean
while it creates one of the
strangest and most trouble
some episodes of the world
war.
THE STORKS OF STRAS

The storks which for cen
turies made old Strasburg
famous have come back again
to the ancient city, and this
spring for the first time since
1914 they are making their
nests on the chimney-pots.
The return of. these birds,
always considered as birds of
good omen, is hailed as a fa
vorable sign, and the people
of Strasburg are happy.
Attention has been called
to the fact that the first birds
to return after the French oc
cupation of the lost province
made their nest in the build
ing adjoining the one in
which Rouget de Lisle wrote
the Marseillaise in April,
1792.
The whole world will be
glad to join the Strasburgers
n greeting those birds as
symbols of happy, peaceful
times to come. Perhaps the
etiquette of birddom has as
signed to the storks the role
of Messengers of Peace, since
the doughty little pigeons
donned their gas-masks and
joined the forces of war.

strict parole, with silence as

situntior. Evidence of the stability of
business today is the fact that during
a five months' period of stagnation,
the number of business failures has
been unusually low.
At the present time there is less
concern over hitch prices than there is
with regard to the stability of prices.
It appear that the wisest businessmen
are those who decide now to iro ahead
with the construction of buildings and
Uie production of goods; the need for
both form of activity are mor, im
perative row than ever before.

The poets have come in for
z great deal of contumely be
cause they took advantage of
a world helpless in the throes
of war and deluged it with
rotten verse. They should be
iven credit, however, for
whr.t they did to aid in the
relief of physical suffering,
while the mental suffering
thev inflicted can mercifully
be forgotten.
They spent some $26,156.70
for ambulance equipment and
relief work of various sorts.
There is no record of who
! contributed that last $.70, but
it was doubtless some over
paid versifier who had just
put one over on the public.
All the German offenders
and the Turkish despots who
committed outrages against
the peace and welfare of their
fellowmcn should be punish
ed. Probably if strict justice
were done a good many poets
would go the same way. But
since tlfeir record as financial
contributors has been made
