KEEPING A PLEDGE In all thia argument for and against a league of nation., a pood many peo ple have quite overlooked the fact that the question was really settled when the armistice was aigned. The allied governments explicitly declared "their willingness to make peace with the government of Ger many on the terms of peace laid down in the President's address to congress of January 8, 1918, and the principles enunciated in his subsequent address- ea." There were qualifications made with regard to only two points, free dom of the seas and compensation to be paid by Germany. The allies ac- ceptedias it stood the 14th point of the January 8 address, which reads, "A general association of nations must be formed tinder specific covenants for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small nations alike." Germany agreed to the armistice in cluding that provision, and largely be cause of it. If the allies were to re pudiate it in the peace conference they woi'H be making a "mere scrap of pa per" of one of their plainest and most binding pledges. The strange thing about it is that anybody, in any of the countries con cerned, should have seemed, even for a moment, to contemplate repudiating that formal pledge, made by the al lies to the United States and made by all of us to our enemies, with the whole world for witness, and accepted at the time aa a matter of course. NEW U-BOATS Allied commissioners charged with carrying out the naval terms of the armistice found, on visiting Kiel and Wilhelmshaven, that the Germans were building more submarines. They had some finished and other under construction, in out-of-the-way places which they evidently expected would be overlooked. What those new U-boats were be ing built for is an interesting ques tion. It was supposed that Germany had learned her lesson. Now the allied governments are taking no further chances. The new terms require the surrender of all submarines already built and the de struction of those on the ways, and there will be close supervision to see that the trick is not repeated. The Germans will now have a chance to devote all their shipbuilding energies to the construction of the merchantmen which they say they need so urgently. Steele, American military attache who returned today from there. American movies are doing a big business in Archangel, he said. Yankee soldiers are patroling the strange streets of the Arctic city with as much of an at home air as if they were doing duty in St. Louis. The city is under military government. Altho order is maintained, the food aituation is critical. The quantities of foodstuffs shipped in by the allies are to a great extent out of the reach of the poor, owing to prices. Steele had to pay SO rubles for an ordinary dinner and 80 rubles for a breakfast of coffee, bread and por ridge. .
