They are prouder of it today than ever before, because of ita unblemished record in the present war, and because of its standing in efficiency and power, with no rival except Great Britain. , Neverlesa the public does not view with complete satisfaction the pros pect of froitu? ahead indefinitely in creasing: the siie and power of the navy. It js well, no doubt, to proceed with the completion of the three-year build ins plan adopted in 1;' 15 and held up somewhat by war exigencies. Purine the just two years we have added some 300 "submarine chasers" and 41 destroyers, and nearly doubled our submarine fleet. Only two battleships have been added during this time. The five battle-cruisers authorized in 1916, needed particularly to make a ' complete, well-balanced fleet accord ing to modern standards, have not-yet1 been started. As long as big navies are required by world conditions, we must have them. i It may be well, too, to accede to the, recommendations of Secretary Daniels and supplement this with another three-year building program, adding 10 dreadnaughts, six b: 'tie cruisers and other vessels of such lype as naval expert may determine, aggregating 156 in all. We are so accustomed now to spending big sums for armament that the $600,000,000 wanted for this program does not frighten anybody. The nation can afford it. 1 But the nation had hoped for an early end of armament. It is natural to ask now, "How much longer shall we have to bujld and maintain such costly fleets?" Warships soon wear out or grow obsolete. Expenses multi ply. It there to be no end of this? Secretary Daniels himself seems hopeful enough. Navies will still be needed as an jnfcrr.ational police force to com pel compliance with the decrees of an into national tribunal which will be set up to decide differences be- tween r.ations.,, I Thus, he thinks, it is the present duty of the United States to enlarge jts navy in order to provide a suffi cient defense as long as self-defense is necessary, and in order to have a navy proportionate to our wealth and power to contribute to a world-police fleet when the defensive work can be delegated to an effective League of Nations.
