SEPTEMBER 17. 1918 IMPROVED TRANSPORTATION The report made by the directors and managers of the Eastern rail roads, after a conference with Mr. Mc Adoo, is the most encouraging piece of transportation news that this coun try has had for year. They announce that the labor short age haa been met, that the railroad employes are now working contented ly and with unprecedented efficiency, that motive power and rolling stoc have increased to a gratifying degree? that including the army traffic the roads are hauling 25 per cent more naasentrers than thjesilbe fore, that with the imposed b; made adeauateTfba rations for the winter and are not afraid of a repe tion of last winter's traffic blockade. So far as the railroads are concern ed, they say, there is no danger of a fuel shortage. That depends on the mines. The roads are in position to take care of any business they may be called upon to handle. This report, it should be noted, u made not by political officials or pro pagandists interested in winning praise for government operation. I' is made by practical and responsible railroad men, upon whom devolves the fulfillment of the promises they make. The situation they reveal is a triumph, just the same, for federal control, and no less a triumph for the railroad or ganizations through whose loyaltv and ability these fine results have been attained. IMPLACABLY" Marshal Foch, like all really great men, is a man of few words. Because he says so little, his words carry all ' the more weight. There is a volume of meaning in his message to the Par is municipal council, in reply to its congratulations for the allied victor ies: , "The German rush which menaced Paris and Amiens has been broken. We will continue to pursue the enemv implacably." That is all. The Hun invasion has been stopped. The Huns are being driven back at last. They will be pur sued "implacably." That is precisely the right word. It means inexorably, relentlessly, but is stronger than either of those terms. It might well be accepted as the mot to of the allies henceforth, indicating the stern duty they owe to themselves and mankind. Visiting Newport for the first time in about 25 years I have been impress ed with the changea made by time. It ia a new Newport, a typical summer resort town. The aand hill was here 25 years ago, and it ia In the same place now; all the small boys who dug holes there are now digging holea in Huns over the sea. The Hotel Abbey was here then, and a better one, with modern arrange ments, is now here. Some Albany people who formerly spent their vacation here, are seen no more, others taking their place. This year the big war spruce camp ia probably responsible for more life than any other thing. It has put pep into all the activities of the city. Here on business, late in the season. I have seen things nt a glance only. The crowd was at the wharf to see the boat come in. and ia always there with its wide-open stare. The Hrrea Judge C. E. Wolverton, of the U.
