ESTABLISHED IN 1861 THURSDAY, SEPTEMBER 12, 191S THE LANE PLAN When peace ia declared an army ol between two and four million men will be disbanded and mart be assimilated by the business or agricultural inter est of the nation. What ia the gov ernment of the United States doins towards working out a solution for the problem of existence which will confront many of the returned soldiers when they are released from active duty abroad? The answer ia found in the proposal made by Secretary of the Interior Franklin K. Lane. Secretary Lane has presented to the President a comprehensive plan for a preliminary study of the unused lands of the country which contemplates making- available for American sol diers and sailors soma 285,000,000 acres of arid, swamp and logged-off land. Government aid in reclaiminc this waste land is proposed, and when finally made capable of producing; a livlihood will be turned over to the returned soldiers under -terms and con ditions which- will permit them to ob tain a competence for old aire. Secretary Lane's proposal shows a eenuine desire on the part of the ad ministration to commence now upon the lmoortant task of working out tne problems which will confront the na tion durin? the imoortant recoils true tlon period after the conclusion of Deace. In America; a simple request is is sued by the fuel administration. And all over the vast. area involved, the people cheerfully acquiesce of their own free wilL Wherever here is anv forgetfulness or tendency to ignore the request, public opinion enforces it aa effectively as governmental power could do. It is another striking exemplifies tion of the essential difference be tween the two countries. In one the government rules by force. In the other the people rule by the power of public opinion.
