It represents the sentiments of the German-speaking population of Stockton. Their pastor, Rec E. C Jannusch, explaining why the flag is there, says: "My father served in the Prussian wars of "64, "66 and TO, and then came to America in order that his four sons might not be reared for cannon food. After the death-vise of militarism is broken in this war, multitudes will come to this country from Germany just aa my father did. Then the German-American minister can do his real bit by molding the newcomer for citizenship." Any minister who preaches and ' practices as the Rev. Mr. Jannusch does is doing his bit right now. But his prophecy of an after the war im migration wave of German war-haters is interesting. If such a wave is com ing, it is indeed a fine, patriotic piece of work for our German citizens to prepare themselves for the role of teachers of Americanism. The same policy might well be adopted by1 other important elements of our citizenship. The best teachers of Americanism to immigrants are necessarily, those of their own blood who have preceded them and absorbed the ' ideals of their adopted country. This is realy a duty that the latter we oar country. If in the past we have thought them derelict in this duty, it It pleasant to believe that in the future they are going to rise to their full obligation and opportunity and pass on the benefits that have come to them. There are signs every where today that they are getting ready to do so. PEACE BAIT Whether a German military drive wins or loses we can always expect it to be accompanied or followed by a peace drive. The present offensive is no exception. The peace proffer is merely accelerated by Ludendorffs failure. Germany seeks to call atten tion from that failure by throwing out poisoned peace bait for the allies to snatch at and argue over. The allies very sensibly refuse to notice it. . The main points in the proposals said, to have been staged in Spain are about what might have been expected. Germany "wants no annexations or indemnities in the West" but "the peace treaties with Russia and Rou mania must not be questioned." That is to say, she is willing to give up her ambitious plans of conquest and dom ination in France and Belgium, provid ed she is given a free hand to overrun and exploit Russia and Roumania and ' continue her present progress toward Asia by way of the Black Sea and the land route north of it As for the Balkan situation and the principle of self-rule of peoples, she wants those essential matters left to be settled at the peace conference, where she hopes her cunning diplo mats may accomplish what her gener als could not. , As for her clever plot to trade her stolen property in Western Europe for the privilege of absorbing all of East ern Europe, it is needless to say that the allies will never agree to that. It would mean a surrender of helpless Russia, to whose assistance we are pledged by promise and principle, and it would mean the growth of a great er German Empire, more militaristic than ever, constituting a new menace to civilization. The other essential matters at issue we shall never leave to the tender mercy of Teutonic round-table con spirators. We trust no promises or pledges made by Germany or in Ger many's behalf. It is the sword rather - than the pen, the cannon rather than the voice of diplomacy, that will set tle this war and prescribe the bound aries and conditions of future Europe. The settlement will be no comprom ise but a peace dictated in Berlin by the victorious allies, on a basis of un conditional surrender. Aug. 2.-The Iron Cross has been so cheapened in four years of wsr that German soldiers no long er prize the decoration as a distinc tion and are willing to part with it for a good ration of bread, on being cap tured. The French Croix do Guerre is the most common decoration in the allied ranks but as it is won only by acts of conspicuous bravery, the French soldier prizes it today is highly aa he ever did. German soldiers get the Iron Cross in its varying degrees for very com monplace acts at the front and even for sen-ices far from the fighting, i a s '- ' - - - Second and Lyon Sts. Hndly mention The Democrat Back of the Firing Line Modern war conditions demand that our armies must have behind them na tional solidarity, the coordination of all the vast activities and an indus trial army many times greater than the Nation's fighting forces. The Nation's capital is linked with all these varied activities by the toll and long distance lines of the BdB System. Thousands of miles of special wire systems have been turned over to the Government for its exclusive use. Switchboards in the Government departments at Washington have been enlarged and new ones installed. Right of way is given to Govern ment business over all commercial lines, so that the Government chief! may keep in constant touch with every phase of the Nation's great task and direct its progress Intelligently and effectively. In organizing the military activities of the country, the Government has had the effective cooperation of the Bell Telephone System, which even in peace times reached 70,000 communities and now extends to the head quarters of every Army Department and Naval District In the United States. THE PACIFIC TELEPHONE & TELEGRAPH COMPANY sW CITY NEWS Will Enforce Law Chief of Police Catlln asks the Dem ocrat to state that he proHaes to en force the ordinance against cattlo run ning at large within the city limits.
