Jl'LY 29. 1918. PESTILENCE The most alarming news that has come out of Russia lately is no polit ical or military, but hygienic. Worse than Bolshevikism, worse than anar chy, worse than German domination, according to the popular view at least, is pestilence. Cholera is said to be rampant in Moscow and elsewhere. Typhus and smallpox are gaining headway, too, as might be expected in a country where scores of millions are underfed and sanitation is in a worse state than ever. Cholera, according to the accepted tradition, has its home in Asia the abode of ignorance and filth. Again and again, in medieval and modern his tory, it has invaded Europe by wav of Russia and the Balkans. Both re gions are now better adapted to its spread than they have been for dec ades, because of the abnormal lower ing of health and sanitary standards and resources caused by the war. It must be accepted as a matter of course that henceforth, until order is restored and the populations are once more wellfed and cared for, western Europe and America will face the threat of pestilence. We need not, however, be undulv alarmed. We know Serbia was smit ten by the dread typhus and how the disease was stamped out there in a few months by an expeditionary force of American doctors and nurses. There is no reason why cholera, even if it has become epidemic, cannot be han died likewise, though the task in Rus sia is naturally a huge one. As for allied countries, there need be no fear of epidemic. Cholera, like most of the other scourges that form erly slew so large a part of the hu man race, is absolutely preventable. By sanitary precautions and the use of protective serum, armies and civil populations can be kept immune. Chol era will never sweep the earth again. All that is left of that German sub offensive is a smear of oil on the sur face. FIVE - FOOT SOLDIERS The physical requirements for our national army have been changed so as to admit men five feet tall and weighing 110 pounds. Instructions have been sent accordingly to med ical advisory boards throughout the country. The result will be a large increase in the number of eligible men within the age limits of the present draft law. The ruling will give general satis faction. It has long been recognized that our army requirements were un necessarily strict, and in view of the present conditions of warfare, rather arbitrary. It is not at all evident that a large man is necessarily superior to a small one nowadays for fighting purposes. So far back as the Russo Japanese war the big Russians cer tainly gained no advantage over t he little Japs from their size. Now, when battles are so largely a question of shellfire and machineguns, the old standard must certainly be revised. A big man may not even have the ad' vantage in a bayonet duel, which is largely a matter of training and agil ity. Our war department is not driven to this step by any serious lack of men. There are plenty of big men in the country. Those "shorties" will give a good account of themselves when the time comes, just as the "bantam" Eng lishmen have done. SPECIAL 100 lbs.
