FEBRUARY 28, 1918 THE SIZE OF THE JOB ' Aa the smoke of .criticism dies away, we're beginning to get some idea of w hat the country has actual ly accomplished since we entered the war. Statisticians Jhave been com paring our war preparations with the biggest previous task the .Unite! States has tackled in this genera tion, the building of the Panama Canal. Evsfry American is justly proud of that feat. And yet, in com parison with what we have done in the last few months, it appears the merest trifle. dfere are a few of the most striking comparisons: We spent, for building the canal, about JJOO.Om.OOO. And that expend iture was scattered over a period of ten years. In no year did the canal expenses exceed $46.000.lW. The ordnance department alone spent, in the ten months from April I, 1917. to Feb. 1, 1918, enough money to build eight Panama canals. And that is only one branch of our vast mili tary system. "We could also buy eight aPnama canals for the money that the quartermaster's department has spent in ten months to clothe. feed and house our soldiers. The building of the army cantonments b aid to have been a bigger joh than the building of the canal. And H was ' done in about one-thirtieth of the time. In creating our signal corps we had about as little to start with as we had in the case of the canaL Men had to be trained, plans formed, en gines and planes invented, factories established, etc., all from the ground up. Already we have put into that branch of the service three times as much money as we put into the canal and perhaps more than three times as much effort The work of five army bureaus in these ten months Jhas involved an expenditure of 20 times the construc ' tion cost of the canaL If we1 compared the numbers of men occupied on the two jobs instead of the number of dollars spent, the contrast would be almost as startling. Uncle Sam has tackled a tremend ously big thing, the biggest of his career. And he lias done an amazing amount of excellent work. Hog Island, the scene of the big shipyard scandal, was well named. Th government is now trying to take the pork out of it ' (!) "WAR CHESTS" The municipal war chest idea is coming into favor. Various cities around the country are undertaking to raise, in one lump, all the money they will need to donate to various war purposes throughout the year. The purpose is economy of time and effort. It is held to be easier to raise the required amount in one big campaign than in several small ones. Everybody jumps in and makes a tremendous effort and gets the whole thing over w-ith and off his mind, and then goes about Ms pri vate business in the satisfying know ledge that the city will be able to meet any philanthropic war demands made on it thereafter. Whenever the Red Cross or the Y. M. C. A. or the city war board or any other civic institution devoted to war purposes needs another contribution, all the city has to do is to write a check for the amount. It's a fine, modern, businesslike way of going about it. Columbus,, O., had a war chest campaign early this month. It net ted $3,5),(XX).
