Secretary Baker in his addre before congress yesterday strike the keynote of Oie entire military situation. He ther proceeds to ifive detailed information of what hat been accomplished by the War Department. In thee wordt Secretary Baker tuiut up the tremendous work which hat been accomplished by the War Department, and it is a record of which every American citnen may well he proud. We quote below a few of the ma jor point which were made by Mr Baker in bit tummary of the war preparation by thit government: "Our army wat called before the guns and equipment were ready in retponte to an urgent appeal from our altiet and this appeal wa backed by the earnest support of -Major Gen eral Wood. The Enfield rifle i' adopted upon the recommendation o-' General Pershing, who also opposer" the adoption of the Lewis machine gun for land worV. The army abroad i using French Artillery to save tonnage and other needed supplies. The allie urged that ' troop . be tent before anything else and volun teerrd that in such event England and France would furnish the artillery.' Mr. Baker does not deny' that mis takes have been made. He does not pose in the role of a superman: but he does point with ftride to the prac tical results that have been obtained in the comparatively short period that the United State has been at war. The difference of opinion wjiich have existed between President Wil on and Senator Cnamberlain in re gard to the conduct of the War De partment have been difference? which might be expected to arise be tween men who are both charged with great responsibilities in regard to the prosecution of the war. Senator Chamberlain's criticisms were made in good faiUi and with the laudarble pnrpose of correcting minor defects in the military branch of the Government. A partisan re publican press has twisted and warped the issue and attempted to make po litical capital out of. an honest dif ference of opinion between two men whose sole desire is to win the war as quickly as possible. That tin difference of opinion should exist i regrettable and unfortunate, but Woodrow Wilson' is too great a President and George Chamberlain is too great a Senator to permit the events of the past week to stand in the way of harmonious action in re gard to the prosecution of the war.
