LITTLE -SLACKING" A thorough inTestlgltiOBl conduc: ed in New York Citj by the Federal department of justice in collaboration with slate authorities results in th announcement that no more than 2 PV cent of men of selective service age failed to register. The sma.i num ber of delinquents is gratifying. Still more so is the statement o: the depu ty state attorney that even in the CMC of the 2 per cent, there was little eri dence of intentional "slacking." "The dodgers," he says, "are mostly lodging house rounaers." a shiftless i and decadent type of humanity found in every city, o whom nothing inucn in the way of public or private ser vice is ever expected. "Otherwise al most all of toe men who have failed to appear before the local boards can be accounted for on oilier grounds than wilful evasion. Wc have found that many of the missing men have enlisted in the army or navy. Some were in the hospitals at the time set for examination. A few are in prison There was no general evasion of the draft" If this is the case in the metropolis with its varied population, its enor mous proportion of alten and all the human flotsam and jetsam that ac sumulatcs in a gtat city, the aver age proportion of dodgers in the rest of the counttry must be still small er. Too much has been made of the slackers Their numbers have been exaggerated The recent round-ups have been misconstrued. The wilful dodger of military duty is a rare con ception. The simple fact is that the nation has acquiesed in the draft wit an astonishing approach to unanimity Tt . Pprtr vna.
