The minimum height limit, now reduced to 61 inches, was then o4 inches. The weight and chest meas lire requirements, too. were higher It develops that the average Amer ican of the early sixties was really taller and heavier, and had a bigger chest nieasurement. than the average American of today. It was there fore necessary to lower the require ments in order to provide an adequate number of men. We need not conclude, however, many have done, that the average American today is necessarily infer ior in physique and fighting power to the American of half a century ago The difference, it appears, is largely a difference of race. It isn't that the tons of Civil War soldier are small er than they were, hut that immigra tion has changed the average meas nrements of the nation. The old standards ere based oi the sire of tall races, "northern Eu ropcans, negroes and Indians." Pres ent standards have been adjusted to meet the change made by the great infusion of smaller races, such the southern Slavs, Italians. Russians. Austrians. French and Swiss. Thee races are not usually regard ed a? any less vigorously merely because they are smaller. J Lanning, about thirty years ago a member of the city coun cil. He was a member of the lirm of Isom. Lanning & Co.. owners of the Red Crown Mill, now owned by the Portland Flouring Mill Co. We are having fafrly good "eat' here all plain food, but well cooked and lots of it. For instance, this morning we had oatmeal mush with condensed milk and sugar, corn cake and syrup, and coffee. At noon we ad plain macaroni, boiled spuds with meat gravy, a small shot of apple sauce made from dried apples, bread and coffee This evening we had boiled spuds, meat stew and gravey slab of boiled beef, and a shot 0 some kind oi pudding It looked like tapioca, only it was clear like water and did not have much taste to it Once in awhile we have "oleo" with cur bread, but generally we have take the bread straight. When m get sugar we eat su much that the sup ly soon runs out. so we often have to do without it even in our coffee Our cook says we get away with fif ty pounds a day.
