If Canada would not stand for the draft, it w as argued, when he ha-1 so mucli at stake, why should we; But that argument is now value less. The Canadian parliament has tkvlared for universal compulsory military training and service. It would have done SO long ago but tor the French "Nationalists" oi Quebec;- a numerous ai-d conservative racial ele ment, which has never forgiven its mother country for the radical excess es oi the French revolution, and has never amalgamated with the British. The Quebec French still object t conscription, but their voice is silenc ed. The more progressive French-Canadian'- oi provinces farther west are for compulsory ervicc. There i never so much reason for conscription in Canada as in theUnit ed States. The Canadians have vol unteered on a scale that puts us to shame. WHh about one-twelfth oi oar population, the Dominion has raised more recruits by voluntary enlistment than we have. July 31 In three titanic forms of warfare im posed the past year by the imperial forces of imperial Germany on the democratic armies of democratic France, the latter , have established and maintained an ever increasing as cendancy. The significance of this fact for humanity at large exceeds a thou sand times the mere military value it may have in eventually winning the war. The third year of the war has mark ed the supreme test before the tribun al of the world before the tribunal of all mankind of the superiority o democratic over imperialistic forces. And by "forces" is not meant mere armies. The year was one in which every force intellectual. material, and physical that an imperialistic em pire was capable ol inspiring and pro ducing, was massed against the same supreme forces as inspired and crcat td by a democracy in one great strug gle for the survival of the fittest And France ever the first champion of democracies has justified the fitness of democracies to survive.' The test was one that could come only with a fair degree of equity dur ing the third year of the war. Tt was only then that Prance .inspire'' for a quarter of a century previous by the democratic ideals of peace, was able to enter the arena with all the forces of her natural life mobil ized and turned into a single mili tary aim. Germany had begun the war two years previously with this ad vantage already established by forty years of imperialistic ambitions and prepartions. While with the opening of the third year of the war. Germany unaues tionably still had material advantage due to this long, intensive prepara tion, yet at that time both France and Germany had at least brought into play the highest forces that a democratic national life was capable of producing and opposing to those of the maximum imperialistic inspira tion.
