WOMEN -SUFFRAGE GAINS
The spectacular met ods employed
by the proponents of women-suffrage,
both iu this country and abroad, may
perhaps have gained a temporary ad
vantage but in the end proved a decid
ed injury to the cause which it was
expected to help.
All of the Pacific coast states to
gether with Idaho, Montana, Wyom
ing. Utah, Arizona and Kansas were
won by an appeal to the rea&ou of the
male voters. There was no soap box
oratory, no pickets stationed at the
doors of the executive mansion, no
"hunger strikes", and as far as we
have been able to ascertain, no ar
rests for petty violations of the laws
of the state or nation, A dignified
campaign was conducted and it was
conducted along lines which might
properly be expected to appeal to the
thinking members of the male sex.
It is in er judgment unfortunate
for the cause and we would not vote
to deny the women the ballot that so
many of the suffrage leaders in the
t stern states have not followed the
example set by the women of Oregon
and her sister states west of the
Rocky mountains. They have pre
ferer to imitate some of their wild
eyed English cousins, and in so do
ing are doing the movement which
they serve, a grave and irreparable in
jury. i here are now fifteen womcn-sui-frage
states, casting one hundred and
Unity five, out oi five hundred and
thirty-one electoral votes. These
states have a population of twenty
iue million people, the great majori
ty of whom were converted to the
suffrage movement by a direct appeal
to the intellect. British surname
leaders have tried the mclo-dramu
method of appealing to the voting
population and failed. Why should

Council t f the City of Albany, Ore
gon, will receive sealed hid tintil 7:30
o'clock P. M on the 14th day of Mar
ch 1917, for tlic Improvement bonds
of the City of Albany, Oregon, in the
sum of Nine Thousand Three Hun
dred 'ifty-twn and 51.100 ($9,352.51)
dollars. Said bonds are to be issued
in denominations of $50000 each,
bearing interest at tbe rale of 6 per
cent pgr annum, giterest payable
semi-annually, prineipli; and sciiii-atis
nttal interest payable at the Fiscal
Arjencyof the State of Oregon in New
York, N. Y., anil mature at the ex
piration of trn years from the date
thereof.
The right to take up and cancel
any of these bonds upon the pay
ment of the face value thereof with
accrued interest to the date of pay
ment at any semi-annual coupon per
iod at or after ne year from the date
of such bond or bonds, is reserved by
the City of Albany, Oregon, said re
demption if so made to be in accord
ance with Chapter V. Title XXVI of
Lord's Oregon Laws.
All nf said bonds are to be dated
April 1st, 1917.
All bids should be addressed and
delivered to the unilcrsiiriicd on or
before the date and hour specified
above.
The Council of the City of Albany
reserves the rigl-t to reject any and all
