Y, World: However serious the problem as to food supply may be, the worst possible way to meet it is by alarms and panics. Scares of every kind play into the hands of extortion ers and speculators. The situation is one that should be met intelligently and Courageously by individuals. In such an emergency self-help and self restraint are worth more than any thing that government can do. ' Food is less aboundant and there fore higher in price than usual be - cause we are feeding a world at war. In belligerent nations consumption and prices are regulated by law. In this country much can be done in the ' same direction by economies easily within the reach of most families. To take fright at impending famine and make unneeded purchases at exhorbi tant rates will not help matters. What millions of Americans should learn from existing conditions is com mon frugality, which is neither injur ious nor disgraceful. The price that is outrageous should not be paid. The article that is beyond reach should be passed by. The dealer who is always at the top of the market should find his customers looking elsewhere. Above all, there should be ingenuity in diet. - i Government can do little in this matter "except to punish those who break the law. The people can do much to take the inflation out of food prices by devoting serious attention to what is purchased, where it is pur chased, and the terms, including the cost of delivery, upon which it is pur chased. ' There is no reason for a stampede to buy. There are many rea sons for an almost universal refusal to buy except prudently. A NEW LABOR PROBLEM. Farm and Fireside: The agricultur al and to considerable extent the in dustrial, Scuth confronts a new labor problem. Contractors and employing corporations are scouring that section gathering up negro laborers, and transporting them to the North and West to work at wages that look high ly attractive. The South needs its la bor, and is coming to appreciate the black man better as he takes his flight. A few years ago a conference of southern leaders was held with the view of securing for that section a larger share of the immigrants arriv ing in this country. It was boldly de clared that white immigrants were wanted to displace negro workers: the anti negro agitators affected to believe there was a chance ultimately to establish white as the standard la bor of the south. Of course, had it worked it would have resulted in leaving the black man out of a job, a charge on the community. The new migration northward may produce some of the same effects without such disastrous consequences. The b ack man is betetr off as an agricultural worker than in any other capacity. AH the authorities. agree that in the long run Tie will develop best in the coun try. ; BREEDERS OF WAR. Mail: Why is Europe bathed in blood? Not because of men like Francis Joseph, surely; but because of the system that permits potentates like Francis Joseph. Autocracy breeds war. Democracy is its remedy. AH wars will not vanish, perhaps, when autocrats are gone. There have been wars founded on real national differences. There will be more such wars. But democracy gives much less chance for conflict between nations. But when autocrats like Francis Joseph, and autocracies like those that surround the kaizer and the czar, no longer impose their scheming sway over great nations when the dark tunnels and sewers of diplomacy are bared to the light the most fertile breeding place of war, earth's great est pestilence, will have disappeared. MISFITS The national republican campaign com. spent $2,441,565 to secure the election of Mr. Hughes. ,, ', This suggests . a whole lot of re marks' we are not going to make. ; Now that Francis Josef is dead they are charging him with starting .the war. A Scotchman says that if you take long strides your shoes will last long er. The women's attention is especial ly called to this fact It looked as if there was going to be a split between the Corvnllis G. T. man and the Dent, man; but there isn't, everything is all serene again. Here it is all fixed up by the G.-T.: Miss Fits of the Albany Democrat, whom we love like a brother, has dis covered that he can live on , horse chestnuts. The Germans, he says, ace doing it. The G.-T. has enjoyed put ting an occasional chestnut burr un der the Democrat's tail, because it has usually been so good natured about it. We hope not to be deprived of our little pastime by this new diet. We trust Misfits gets fat on it. Chestnuts ought to be an ideal forage for a nun conducting a funny column. These high cost of living days re quire horsechestnuts or something else. As a matetr of fact Misfits' break fast costs about 3 cents, and he is getting fat on it.
