It isn't conducted along those lines. A small country like Scr bia or Rouniania may be hit so hard it will look like a cipher; but the first Dowers, cannot be disposed of that way. Decisive victories, more than lo cal, are practically impossible undci the present plans of campaiens. Hence the end cannot be figured out. o Some have declared that the war would have ended had the U. S. put an embargo on shipment of muni tions: but this is merely talk. Ger many and Austria have secured plen ty of munitions without the aid of the U, S. The allies would have done the same. Other neutral countries, like Japan, Norway and Sweden have been profiting enormously just the same, and would simply have profited more. Japan would have met the demands the U. S. failed to supply. With only ten more days to elec tion things have gotten down to ; business basis. It continues a matter of construction against destruction. President Wilson is depending upon his splendid record of constructive ac complishment, standing out like : mountain peak. He seems harder to get than the proverbial flee, always somewhere else. It is hard to meet a man at his own game.
