Eugcue Guard: The Oregonian has had much criticism of President Wil- - son over his Mexican policy or what . it perhaps considers, his lack of it Our big contemporary insists we should go to war with Mexico if nec essary to bring the murderers of Am ericans in Mexico to justice. It does not say so in words, but by every im plication it does. In three years 72 Americans have been killed by MexiV can bandits. In the preceding three years 47 were killed, and at that time, or during most of it there wjs a rec ognized government to deal with. Yet Taft did nothing more than Wilson has done towards "bringing murder ers of Americans in Mexic6 to jus lice." During President Wilson's term there has been no government in that unhappy country with which this coun try could deal, or which it could hoU responsible. The country was in a .state of anarchy, and such American? as went there or remained there un der the circumstances did so at their peril. True they are and were entitled to the protection of this' government, so far as it could be given them, but there are circumstances where the pro tection of government becomes impos sible and cannot be expected. Suppose the United States should be held responsible by every foreign country whose citizens are murdered in this country and should tell us we must put a stop to it or they would malte war on -us, would we or could we comply with the demand? Yet there are more foreigners murdered in the Uaited States ten times over year ly than there are Americans killed in Mexico. ' Carranza is apparently making an honest effort to put a stop to these killings, and to punish the murderers What more can be done? PAPER MONEY INCREASE. From the Financial World: Taking the present position of the . world at large, there is no doubt what ever as to the fact of paper-money in flation. Between July, 1914, and the beginning of 1916, Germany's paper currency increased $1,500,000,000, or something like 320 per cent. France added $1,519,000,000 td its note circu lation within that period, or 113 per cent. In Russia, the Imperial Bank's footc issues alone rose $1783,000,000. or 217 per cent, and there was prob ably other currency put out. Austria has not ventured to pubfish the fig tores of her war-time paper money is sues, but they are certainly very large. The Bank of England's note circula tion at the end of 1915, together with the special currency authorized when the war began, put out by the treasury for account of the English joint-stock bonds and commercial pa per showed a total increase of $692,- 000,000, an expansion of 367 per cent.
