Established in 1865. MONDAY. FEBRUARY 21. 1916. RUNNING A NEWSPAPER. After the Eugene Guard had gone into the hands of a receiver the new editor, after investigating the situa tion presented the following editorial on running newspapers: . 1 The average citizen in any com munity has little conception of the newspaper business, nor docs he ap preciate the fact that newspapers do more to advertise a community than all other agencies combined. He is unmindful that, as a business, it is the most generous in his tov.-n. The dollar spent by the advertiser or the subscriber represents some thing more than space or the, pur chase price of the copies of the pub lication delivered day after day.; The money spent by the city and county in the publication of official notices is returned many fold. Such transac tions are not a matter of shoving yoifr money across the counter and taking all you are going to get home with you. You not only get your money's worth, when you spend your dollar with your newspaper, but you make an investment which will continue to bear interest, accumulating, indirectly to your account The newspaper is jquasl-public by itf nature. There is always a question about where it should and where it should not accept money for some service it performs. Too often it fails to accept the money. The church is given more free space in the newspapers than any other in stitution. This is because the publish er believes in the church and that it? activities constitute a great influence for good in the community. But there is no reason why the church should ' not pay for business. announcements, such as those advertising money-making activities. W-at can he said of the charch and what it should or should not pay for, can be said of lodges, clubs and var ious societies, which come under the heading of organizations in connec tion with which ' there is always . a large amount of matter which can be properly classed as news. The individual subscriber has also ; Vrlaimcd a large amount of space, the use of which he has considered a sort f personal courtesy extended to him by the publisher. He has not hesitat ed to present a card of thanks and ex pect it to be printed without expense to himself. Often these notices would concern possibly two score of people. When he decides to become a candi- date for office, he asks for a notice. Dunnn; the past week one aspirant ap peared to present his announcement. which was several hundred words in length. It began: To the public Through the courtesy of the Guard, etc. He did not expect to pay for it He thought it would be printed for nothing, notwithstanding ha it would cost the publisher possibly $2.00 or $3.00, placing a valuation upon space to print it In the city of Eugene the newspa- uers have been carrying a large amount of free matter, which should more properly be classed as advertis ing, than any other city of similar size , in the northwest notwithstanding that no city of similar size in the north . west can boast of better newspapers, It wilt be the policy of the Guard in the future to print all news and to print it when it. is news, but an estab lishcd charge will be made for all signed notices which extend an invi tation, announcements advertising any money-making activity by any church, lodge or society, political -nnounce-mcnts, cards of thanks, obitiuaries of fered for publication after accounts of deaths or funerals have ceased to be . news, and matter of similar charac ter. There may be exceptions to this . rule in the case of city-wide charity or .m unusual case, but only then. It pur poses,', however, to draw the line sharply between advertising and news matter. v This is' business.- It if In the inter- est of maintaining a high standard newspaper which will be a credit for the people who build it, the people who pay for it and the city itself.
