The exhibit of the Philippine Pub lic School at the Panama-Pacific In ternationai exposition has attracted the attention of thousands of visitors Many educators have left this exhib it with the exclamation. "This is won. derful! If this is the result of sys tern, then it is the only system undei the American flag. Why cannot wt have more of such centralized contro: in American schools?" Those wh have doubted are converted on thi spot to the enormous powers for ac complishment which such manage ment brings. During the sixteen years that havi passed since the American occupatior of the Philippines, many forms ol public service new to America have been tried out there. Some of these the Postal Savings Bank and the par cels post, for example provided to meet Philippine needs, have perhaps even been the forerunners of the same institutions put into effect later in the United States. There are otli ers; in the Philippines there is an Agricultural Bank, conducted as : branch work of. the Insular Treasury which facilitates agricultural opera tions by making loans on agricultur al securities; the telegraph is oper ated by the government the same as the postal ' department, and as branch of it; there is no such thing in the islands as trial by jury, this be ing one instance at least in which the constitution did not follow the flag carried by American arms to the oth er side of the world. Among the principal features of the school work in the Islands brought 'out in the exhibit are: the unit sys tem of education with its four years of primary work, its three years of intermediate, and its four years o! secondary; the balanced curricul embracing academic, industrial, and physical training features; and th differentiation of work for boys and girls throughout the course. The aim; are literacy, franchise, leadership high home standards; the economi. aims, the industrial and commercial development of the country. The large central fact in the entire school administration, and the fact which stands out pre-eminent in the exhibit, is centralization of manage, ment. Under the control exercised by the Director of Education, the most remote and widely separated districts may in the shortest possible time en joy the same benefits as do the more central located communities, and th more backward sections of the coun try may quickly profit by the exper ience and accomplishements of more aggressive localities. DEMAND FOR LEADERSHIP. "There is a demand in this nation as never before for intelligent, wise leadership," says President W. J. Kerr, of the Oregon Agricultural col. lege, in speaking of the future career of recent graduates. "Neither in the history of our state nor of this nation has there ever before been so great a demand as there is today for men and women who have had the best training and the best discipline for the discharge of the duties of life. With the advantages and opportuni ties that have come to the college trained men and women should be as sumed by them corresponding - re sponsibilities. They should sense that responsibility, and when they go out from the institution never fail to do anything in their power to show their appreciation to the community, the county, the state and the nation, of the advantages that they have enjoy ed. This responsibility should be discharged by rendering service not merely to themselves but to their community, their state, and to the nation." It is too much fact that in many arge colleges theorizing and experi menting often lead men into strange nd unholy fields, ending in mcnta eruption. There have been a good many such cases. There is nothing so valuable as a well equipped balance wheel in thr heads of instructors, something that rill keep them from everlastingly go ing off on tangents. Why can a village like Cottage Grove get a sight at the liberty bell and Albany fail. Shall we sit on the fence and watch he old and highly respected piece of copper go by, getting simply a vision of its repository. This town at the junction of num crous roads ought to be able to get almost any old thing. It often takes more gumption to be a good loser than a good winner.
