Even if a man sent to the peniten tiary docs deserve to be punished, he also deserves to be reformed. He is a human being, and however much he has fallen, he has not fallen so low that he is not entitled to be helped up. at least given a chance to regain his manhood. The imprisonment itself the taking away of a man's liberty is enough punishment. At bad as that is the standing he gets fro.n being a convict. Hence every movement made to help him to be a better man deserves encouragement. The fol lowing from the Eugene Register is to the point, worthy of consideration: . The movement to have the privilege of corresiondence education extended to the prisoners confined in the Ore gon penitentiary one that ought to enlist the sympathy of all sensible and public sprited citizens, for it is one that is based not only upon hu man justice but upon a broad con ception of the" public welfare as well. It ought to succeed. It is too bad that penitentiaries have to exist at all. It is too bad that there are men who will break the law. It is a tragic pity that men have to be shut up in penal institutions and denied the liberty that ought to be the birth right of every human being born into this world. Freedom and light anl sunshine and the right to go anywhere we want to go and to mingle with the people with whom we want to mingle are the greater part of the things tha: make life worth while. But until the millenium it much nearer here than it it yet and until human nature is a great deal more perfect than it is now, it will probably be necessary to have penitentiaries and to shut people up in them. Crime can not be permittted to go unpunished and deprivation of liberty is a form of punishment that probably cannot be abandoned without undesirable re sults. But it it not necessary that the in fluence of penitentiaries shall be such as to brutalize those who are sent there because of crimes that are com mitted. It is not necessary to forget that those who are confined within penientiary walls are still human things, and that the state will have an active interest in heir attitude toward society after they are released. If there are any criminals in the Oregon penitentiary who are willing to take the correspondence courses offered by the University of Oregon, they ought to be allowed to do it. Ed ucation is a mighty factor in moral uplift, and the penitentiary inmate who is willing to devote long hours to study could certainly be expected to come out of prison tetter than he was when he entered. Punishment should not be the only purpose for which prisons are main tained although it is an important purpose end one that must be retained. But the fact must not be lost sight of that prisons can be made insti tutions of correction as well at pun ishment, and there certainly could be no better way to correct humin faulls than by providing facilities for ac quiring education. The University of Oregon, which is maintained by the state, ought to be permitted to thed its light even into the darkest corners wihin the state's boundaries. FOR SALE Fresh young cow. Call upon F.
