The following is reprinted from the Salem Statesman: Sim lification of the present educa tional system is being strongly ad vocatcd by Senator Garland of Linn county, a member of the senate com miltee on education. Senator Gar land believes that the plan now pur turd in the public schools of the state is far too complex and he proposes to work for changes that will be more luilahlc both to Ihe teachers and pu pils. Informal discussion of methods which will result in simplifying the ivstem of educational training now in vogue in Oregon have been held bv members of the education commit tees from both houses, but as yet no definite plan of procedure has been decided upon. "As conditions now exist," said Senator Garland, "the teachers can not teach nor can the pupils learn all that the prescribed course of stu dy demands. The methods of in struction are wrong in many respects, and the course of stady mapped out for the different semesters, in a great many cases covers too wide a range. The instructor is unable to teach the subject properly in consequence, and the pupil cannot grasp the mass of facts expected of him or her. All funds, investments and other assets of the savings department shall be held solely for the repayment of the depositors in said department and shall not be liable for, pledged as lecurity for, or used to pay any other obligation or liability of the bank until after Ihe payment in full of all depositors of said sav ings department. The saving deposits of any bank maintaining a aavingt depart ment may be invested only in bonds, warrants and mortgages. J. W. "Roth the senate and house commit' tees are already consulting with ed ucaiion heads throughout the stale and 1 am sine every member el comes ideas which may be of aer- ice;" The senate education committee has considered Dimick't bill which rill do away with county education boards and supervisors, and the ma jority seem to oppose it at it now stands. A substitution bill probably will be introduced. This substitute measure wilt give each county the option of whether it shall continue the present supervisor tysiem or cut it out. Some members of the com mittee believe that by cutting out supervisors and reluming to the old system, the stale would save at least $10,000 in salaries. Educators, however, are urging the committee to retain the law. They argue that with no supervisors to assist the county superintendent, he would be unable to cover the entire county properly, and educational pro gress would suffer. So far Senator Garland says the substitute measure which allows counties to retain the supervisory system or not as they see fit. obtains the preference. . Senator Garland expects to intro duce a bill reducing the number of holidays now granted school in Ore gon. He believes that there are too many days now set aside for teach ers' institutes.
