4MUl democrat, A POOR UKTI100 If the reform papers of tbi state would use more argument and less billingsgate, they would gain more strength for the party, vibwe principles they advocate. A good many ot these papers appear to vie with each other in an effort to bitterly de nounce plutocrats, and we rend in one paper that the editor proposes ibliting "this thing until hell freezes over and then fight jng it out on the ice.'' Thero is no argu ment in all this and the effect produced is - opposite to tint intended. There are others who advocate reform by hinting at dynrmite, wading through blood to horses' bridles and other things equally foolish. Tboir great rage is directed at millionaires, unmindful of the fact that nine men out of ten would do almost any thing to become a millionaire. All tuch violont denunciations and threats are lo:it on men of sense, although they may please the rabble which, HUo a band of sheep, unthinkingly follows a leader. This country is not prepared for civil war or ujnamito and tue newspaper or public speaker who advocates such tl:;ngs should be most promptly suppressed e are wiling to admit that if a foreigh power or a monarchy was forcing upon the neonlo such unjust conditions as have ob tained in this country since the war, that the people would bo justified in Becking anv method to gain relief. Our position, however, is very different, becauso the peo ple who are wronged by these unjust laws are In the majority and the majority of the people can obtain and hold tho power of government. Whenover the people are educated ud to a full realization of the power, duties and effects of citizenship they will hurriedly change tho laws of the coun try. Until that time comes, it is necessary for those who see the injustice of present systems to await with patience tue educa tion of tho masses npdn these questsons. In the meantime, it Is necessary to the success of a reform party that its speakers and papers do not represent it as an organized conspiracy to oveithrow the govsrnment and murder every man who has become a ruillionairi by profiting by thOBo unjust laws, which hare obtained while the people had a free ballot. Nine men out of ten who now advocate reforms and reform parties, were less than ten years ago ready to fight one or the heartily advocated the very poTCy to which they now so seriously object. As they weie ignorant then, so is a majority of the peo ple now, and as they wero educated to see the wrongs of that po'icy, so must the peo pie be educated. As lonjr as the power of irovernment rests in the hands of the people, there can be no I excuse for civil war or dynamite and the man who advocates either is as great an evil, in poportion to bis influence, as is the system which he denounces. Dynamite and war contain no moro argument than do sense'esa ravings about "plutei," "ihy locks" and "old party fossils." It is a good thing for the peoplos' parly that back of all this raving and hi lingsfiato aro men sensible enough to not officially endorse party organs ond public speakers who en gage in sucn mclo-dramas. Salem Imlt enfrnt . Now that the democrats In the lower house of congress have got together on the federal election repeal bill, let them stay together and set the democratic masses sn example of party harmony and discipline. iTeegm. And yet the course pursued by lite 7We ram during the last six weeks has been such (if it has much Influence) to disrupt a party. Lei the VeVgrnwi show by lis course that it really desires harmony In the democratic party befcre tt advises those who do not desire to create discord. The TtJeram has much jet 10 do to inspire 'fu'tli in it as desiring harmony among democrats. KM ItUKKHAKT. MAjOltlTY KI LE- At now constituted the United States senate U composed of 85 merrbtrs Forty dtht, (may be fifty) ot these are in favcr of passing lit: pending bi: to repeal the Sherman law nd tSlrty seven, (may be only ihirly five) are opposed. According to the custom of the senate do such thing as the previous question or cloture rule is used to cut off debate. Senators In timet past have been permitted to dlcuss any bill or question until they wet e at'sfied, hi t senators have been courteous enough to use only reasonable liir.e for discussion Some eight or ten senators, anti repealer,, have now determined to take advantage of this custom and defeat the repeal bill by de bating It indefinitely. Senator Vuurteei msde s great speech Wednesday on the subject of the light of tr.e major ity to rule. The following is an extract nd it if worthy of careful perusal by those who are 1;J away about the rights of minorities: "f bel eve," said lit. "that this body should have rules by which to conclude n discussion and ren:h a vote, one higher, more reasonable ; more sensible and more decent than the rule on which we are en terine now, which is the only one. Op ponents of this bill will not name any day for vote. They will resort to dilatory measures to prevent action being taken at all. Who istoqalt, sir. 1 would rather be carried from this desk feet foremost and put to sleep at home in Terre Haute forever, than to ylel 1 to a principal that majority has no right to govern. I stand here for the highest principle of free gov ernment, known to history. We started In here some weeks ago to di3cuss ttie repeal of a bad measure ci hnanctal legislation We have reached a Question of free oov eminent, we have reached ,a question of constitutional government; we reached a question whether or not wc have a govern ment that cn administer itscir. Idle, va pid talk, takes the places in papers tn re gard to aoousmng the senate 01 tne u nuec Stales. This senate can no more be abol ished than can the constitution, for it is a great patt thereof, but It can be governed by rules of its own making, so as to make Itself an acting and proper and reasonable bodyof legislation 'No, I would not injure the mintrity; hut shall the minority govern? Answer me. Shall the minority govern? Somebody has to rule; somebody has to control this gov ernment; shall it be minority or majority; the senator from Idaho signified that poss ibly they had a majority The. let us as certain that by a vole and wo will submit to it gladly, willingly, 11 we are the minor ity. Will you? No. Then the question comes whether we have a government at all. 1 siand here tonicht not talking com- piomise; I stand tor the rule ot the major ity. There fs a mighty principle Involved in this, and if I go down. I will go down wtin my nag nailed to the masthead. It a compromise is to take the p'ace on the dictate, it will be by others, not by me." How's Thts!
