Newspaper Page Text1.U0K1SU AHEAD. TiiE WAYS AND MEANS 1'ho ways and means committee ought to begin work at once. It is an aMo and it ought to be an effective body. It is cuarir r.1 with the dutvof formulating a tariff bill that thall keep the pledges of the de-n ocratic paity. The task canjue entered upon without Mr. The material is at hand. The eiperience and studies of most of tho dent ocratic members will enable tltfra to pro ceed without waiting for advice and infor mation from the outside, it has been the recent custom of ways and means commit tees in preparing tiiriff legislation to invite the co-operation of manufacturers, im porters, merchants and wgo earners in composing the schedules relating both to special and general industries. Two-thirds at least of the testimony given by these witnesses has been useless, so far as the object of the committee was concerned. Most of it has been intended m?rely for campaign material in aid of the cause of protection. The arguments and assertions of protected monopolists have been printed day after day in the newspapers as the proceedings of the committee. The present ways and means committee should not follow this evil example." It does not need to listen once again to the oft repealed tale. Not only has the essen tial material for its work been gathered but its chairman is more familiar with it than any man in the country except, per haps, Secretary Carlisle. Some of his associates helped in the framing of the Mills bill and sat by while the manufac turers built the McKinley bill. The com mittee can secure all the aid it needs and the information it lacks in the treasury department. It can and Bhould make a completo bill and be ready to report it at the regular session of congress. The work of the extra isssio n is the repcaPotjhe Sherman law. That should not be complicated with thcltariff question or anything else. If the ways and means c.ommittee'goes'tjuietlj' to work framing a hill (0 reduce taxes and relieve consumers of unnecessary burdens it; will not only expediate the reform it is commissioned to carry out, but will spare the business of the country an additional disturbance which it can hardly standjunder existing conditions. The democrats have fully three years In which to right matters, and if the Republicans insist that the present depression is due to fear regarding the tariff, when business becomes blighter the Democrats will claim all of the credit and assort that better times are due to whatever changes In the tariff laws they may have enacted. This country is just as rich as It was six months ago. The harvests are bountiful, the needs of consumers are just as great, snd as soon as Congress enacts the proper laws I look for a complete restoration cf confidence which will cause ihe We of prosperity again to sweep over the land .
