On of the great problcsi. to be solved by the incoming congress is that of pen sions. One of the greatest hindrances in the way of righ ing the wronirs inllicted upon the country by the vicious legislation upon pension mutters is the persistent effort of pension Bhaiks to make the iiues tion a partisan one. Many republican leaders, for the purpose of training a party advantage, have sought to make a party question of it, and so industriously has this effort been put forward that many accept it as such. Hut fur seeing republicans are now coming to the front and enlisting with democrats in the demand that a halt shall be called and that the pension office shal bs conducted in such a way that deiervidg ones only shall be permitted to secure pen sions and that the frauds oi the pension bureau shall no longor be inflicted upon long suffering people. The OrtfonmK, Chicago TiUiuue, New York Triiaue and other leading republican journals are denouncing the pension fraudi practiced under Tanner and Raum in the severest kind of language. Other papers are doing the same. The Philadelphia Tchgcafh one of the most reputable as well as ablo republican papers in Pennsylvania has the followiug to say on this subject: It has been apparent (or a lone time that the whole system of eiirantic robbery which evidently prevails inside and outside of the i r Ii i i .1 - i 1 -t uureau is iuo ueuueruio worn ui utuiu ui conspirators who long since intrenched themrolves in power. The fact appears to be that the pension ring hrst created the legislation under which the bureau was operated, and then secured the appoint mcnt of a creature of its on at every vital point. So one year after another they snap their fingers at overwhelming public pro test, at the executive and at congress itself. The average member of the national legis lative body does not own the hide he stands in when it comes tD dealing with pension matters. He Is always in terror lest the Boldiervote, and the wrath of those in sympathy with it, should bring upon him political condemnation and banishment in disgrace from public life. This is no time for maudlin sentiment of any kind. Every honest and deserving pensioner should be taken care of, and none such will have anything to fear from turning on tho light. Hut the government of the United States is being robbed as no other cjvernment on the fuce iif the earth, and the time has come when this monstrous wrong should be ended. It is by nil odds the worst scandul that bns ever befallen the republic. Let it be speedily and effectively wiped out. The Columbus Pros, nnother David A. Mr Halford's services have been rendered solely to Mr Benjamin Harrison, and It is strongly felt that If Mr Harrison wants to reward them he should do' so at his own expense and not by the gift of a place in the mill tary service for which Mr Halford is not known to have any particular fitness. The salary paid the private secretary is fixed by law, at a high figure, and must be regarded as all that the service Is worth to the count ry. It says: There is a general willingness to pay pensions to Un;on veterans who uro suffer ing from disabilities contracted in' the service, but there is a growing disposition all over tho country to roRil ull laws t that give pensions to those who uro not ulllictcd. Hut tho pension payers nro waking up to the fact that mi ilmost in tolerable burden has licen fastened upon thorn before they were aware ot what was being done and from this time forwa'd there will be less said about liberal petition laws than formerly and more will bo said about the manner in which pensions shal' be paid. Kop'osentativoTik'kor has made a canvas ofthe senate on tho proposal so to amend tho constitution as to make senators elective by direct vote of the people. lie is satislied thnt a majority of the senators arc ready to voto for the resolution passed by the house the other day, if tho matter is permitted to enne to a vote in the senate. This reform is inierntively needed. The evils it is meant to reme-ly are vreat and growing. It reflects the general desire of tho people. They who assume to block its way by for bidding II voto upon it in tho senate will violate eorv consideration which should govern senators in dca'ing with matters of grave public import. Letter List.
