AN INCUMETAX Knit TENSIONS. Mr IJIand lias Introduced a bill provid ing for a sufficient income tax from tlie re seinU of which pensions shall he paid. Tlie tax U just and Is needed. The Klftv- int congress exhausted the treasury and ItSi & deficiency where it found a surplus. The government's indebtedness, present and txpected, exceeds its resources. In five mean time pensions are Increasing. In eit vrars they have nearly doubled, In cisatlng f rom $0S,ooo,ooo in iSSi to $135,--000,000 in 1892, while the claims allowed it under the statute and which w ill last Juring the lives of the claimants make it impossible materially to reduce the swollen list. There is no reason why his tax should 2Dtbe paid by tlie men of large incomes, especially '.lie men whose Incomes have 'jecti increased by government bounties iaVen from tne poor from the pensioners i'einsclviis and from the people cf the '.-riuntiy . It is much better that the government --should pay it way as it goes. As it Is, we are threatened with a new public debt.
