In his absence jio meeting of the committee on rules can be held to act up on the request of those wlo signed the peti tion asking that a date be set for the consid cration of the free coinage bill, and, in view of the announcement that the ways and means committee would cn the first of March call up one of the laritT bills foi consideration the situation is a little embarrassing, and calls for come very Cue party management. It is estimated that not less than six weeks will be required for the debate on the three tariff bills, and as several of the appropria tion bills will meanwhile be reported and dis posed of, it seems safe to say that it will be May oefore the final vote is taken on the last one cf the tariff bills. Mr Bland, speaking for the silver democrats, says they will not object to the tariff bills having precedence, if the committee on rules will set a day for the consideration of the free coinage bill, but that they will give way to nothing un.ess such a day is se. lie will not hear of the compromise proposition w hich has been suggested, that an early day in the next session of congress be set for the taking up of the free coinage bill Some sort of a compromise, such as can be approved by all conservative democrats, will have to be reached before the House can pro ceed much farther. It is an absolute political necessity. The government priming office deficiency for the current fiscal year is $385,000. Not withstanding the immense appropriations made by the billion dollar congress.there will be a deficiency in nearly every eneof the de partments of the government. Mi D C Mills.whols at the head of the syn dicate which holds the Behrings Sea sealing privilege, was the fellow guest of Mr Hirtison and Secietary Blaine at a dinner given by his old business associate, Secretary Elkins, an evening or two ago, and gossip says his com ing here at this time Is closely connected with the business before the Behring's Sea com mission. Vi;li two such fiiends as Secre taries Blaine and Elkins in the cabinet, Mr Mills has a right to feel confident that his in terests will properly protected ty the admin istration. Representative Hitter, of OMo, whose op position to the fre coinage of silver has giren him considerable prominence of late, has handed Mr Holman, chairman of the demo cratic caucus, a request signed by forty odd democrats, for the calling of a caucus on the silver question, ad Mr Holman t-avs ht will issue the call this week. The call rrny be issued and the caucus held, but unless it is r.-uch more laigely attended than the last cau cus held for the same puipose, it is net proV ab'e that it will settle the policy to be pur sued by the House. The committee to investigate the Veiuion bureau will hold its second meeting Thursday, when a day will be set to begin taking evi dence, which promises to be voluminous, Representative Cooper and Enlce will repre sent the prosccution,so to speak, and ex-Kep rcsentative Faycn, of Illinois, and Green B Kaurn, jr., are counsel for the Commissioner of Pensions. It miy be that the beginning of the investigation may be postponed a few days to accomodate Representative Cooper whs is the leading counsel in a murder t rial to take place in Indiana. Congress is in Chicago today, and the cap itol reminds one of the middle of the long fe ces?, to quiet is everything. The adjournment was only until tomorrow, but as there is not a quorum of either House or Senate here noth ing can be done until Wednesday, when the excursionists will be back. It seems Strang; that a man who wa; ct down upon by the voters of the country as hard as was exOar Reed, should still cherish politi cal ambition, but he does,ind he is working to secure the support of the Maine delegation to the Minneapolis contention to his presidential pretensions. Mr Harrison has also called upon Mr Blaine to checkmate the movement, and he has promised to Ho to, but the man in the White House is afraid of the ex-speaker all 'the same, as he knows that he bears him nrither love nor good. It begins to look as though the joint resolu tion providing for a constitutional amendment authorizing the election of senators by the peo ple would get through congress this session. The convention of the assessors at Port land adopted the following resolutions: Wukkeak, Under the practical working of th1- Uhbesssment law of this state there is wfde-spread undgrowing dissatisfaction. Wiikkkas, It is believed that the cause of many of the evils complained of is in herent in the assessment laws. Resolved, That it is the sense of this convention of the county assessors of the state now assembled for the purpose of considering all questions relating to assess ment, that the assessment laws should be amended so as to reach results as follows: First That all assessments upon which It is proposed to levy and collect taxes should be made at a uniform time, to-wit: 12 o'clock noon of the tirtt Monday of March each year. Second That the listing of property should be completed within ninety days from that dale. Third That there should be no deduc tion on account of indebtedness and there fore no assessments of credits; that exist ing property alone should be assessed, and of the place of its actual location. Fourth That there should be provision for the enforcement of a lien on tne prop erty assessed, dating and attaching on and after saU 12 o'clock noon of March 1, for all taxes levied for the current year i.nder said assessment, but that said" lien hall not be confined to the specific property assessed. Fifth That the fixed rates of taxation of 5 mills for school purposes and also university tax be repealed and the rate of tax levy be made by the state authorities necessary to meet the estimated expense of Die government of the state in the same manner as is done by the countv court for county purposes.
