"One of the greatest arguments against the theory that the consumer pavs the itn port duty is to bs found in the "fact that when a foreign nation Increases the tariff on a in ltisti product, the establishment charges ns well as the wages on this side of the water are loweied. in order to give the manufacturer or the merchant a chance to deal successfully with the change. If the consumer paid the'duty there would be little cause for our exporter to grumble. Hut our manufacturers and work people do maks sacrifices to meet the extra duty, and we accordingly hear grumbling from both." Now, the only inference to be drawn from this is, that the En-lisn or other foreign manufacturers, when teceivlng notice that the I'nited States government has levieJ a duty upon the article which he manufactures, proceeds at once to re duce the price which he pays for his raw material, and to lower the wagrs of his employes in order that he may continue to export his product in the same quantities as before the Irving of the duty, to the United States and to sell them at the former prices. Now, this argument our cotemporary accepts as conclusive of the allegation that the foreigner pays the duty. .It is evident that the I feral J does not know it, nevertheless, it is a fact that if the foreign manufacturer pursued that course it would knock the whole founda tion from under the protection scheme and destroy the whole Idea of protection. Now, suppose that the foreign tin manufacturers so reduce the cost of wages, etc, that they may be able to send as much tin to this countiy as before the dutv was placed upon it and to fell It at the same price, where is the protection to the "in fant tin industry" in this coun'.r . And, if the Scio Vi man will read the address and petition to con gress from the National Association of Wool Manufacturers of Uoston he will see that the manufacturers are fighting Springer's proposition to put wool on the free list and reduce woolens to 35 per cent ad valorem. Republican papers all over the country have taken mucn delight in publishing a letter said to be written by Mills after his defeat for the speakership, to John P Phillips of Austin. Texas, w hich letter howed Mr Mills to be in a very disgruntled state. The attention ef Mr Phillips hav ing been called to the matter, he denies emphatically having received such a letter He is attempting to find out the first paper that published it that he may prosecute them under the laws o! Texas." The New York World in speaking of ex President Cleveland's speech at the ban quet given in that city in honor of the memory of Andrew Jackson, savs: "The speech Is In Mr Cleveland's best vein. is direct, forcible, explicit and courageous, It breathes a spirit of honesty and sinccrl ty which gives the ex-piesident's utter ances great weight in the countrv.
