Every man In the United States Is tup posed to know what the "governor of North Carolina said to the governor of South Carolina," but possibly tome do not know when and under what circumstance! the famous remark was made, says the er Y?rH ?"h Nearly a century ago a man prominent In political affairs In North Carolina Moved across the border and settled In South Carolina, He had been then; only snort timi when he committed some small crime or misdemeanor, for v.hjch he was Indicted. To escape airest lie TeiurneJ to ?.!oU -Kn"l: Vir?" llna. In due course of time the governor of South Carolina issued his requisition on the governor of North Carolina for the fueitlve criminal. The fugitive had rich and influential friends In his native state, and they Inter ceded with the governoi until he refused to grant the requisition. A long official correspondence followed. Prominent men In South Carolina told the governor that he had not been treated with proper offi cial courtesy by the governor of North Carolina. The result was that the South Carolina governor, accompanied by a large party of friends and advisers, journeyed, by stage to Raleigh, the capital of North Carolina, for a conference with the governor about the matter of giving up the criminal. The governor of North Carolina, with a large party of distinguished friends, met the governor of South Carolina several miles from town and escorted them to the governor's mansion with all the ceremony due such distinguished visitors. Before the object of the visit was stated the entire party sat down to an elaborate dinner. After dinner, wine was served, and after wlr.e came brandy the apple jack for which the old north state is famous. After many rounds of drinks the decan ters and glasses were removed, and the governor of South Carolina stated the object of his visit. He demanded the sur render of the fugitive criminal. The governor of North Carolina refused. Then followed a long and heated discussion, in which the attorney-generals of the two states took an active part. Finally the governor of South Carolina grew angry, and rising to his feet, he said : "Sir, you have refused my just demand and offended the dignity of my office and my state. Unless you at once surrender thefugitlvel will return to my capital, call out the militia of the state, and returning with my army I will take the fugitive by force of arms. Governor, what do you say?" All eyes were turned on the governor of North Carolina, and his answer was awaited with breathless Interest. The governor rose slowly to his feet and beck oned to a servant who stood tome distance away. His beckoning was firm and digni fied as became his position. He was slow about answering, and again the gov ernor of South Carolina demanded, "What do you say?" "1 say, governor, that It's a long time between drinks." The reply restored good humor. De canters and glasses were brought out apain, and, while the visitors remained, if any one attempted to refer to the diplo matic object of the visit he was cut short by the remark that it was 'a long time between drinks. hen the visiting governor was ready to retum home he was escorted to the state line by the governor of North Caro lina, and they parted the best of friends. The following dispatch from Buffalo, New York, is one among the many: The American Glucose company, which has factories here and In other cities, and agencies in the most prominent cities, ha announced a general reduction of 10 per cent, in wages, A general rtduclio of ten per cent. McKlnley stood up in his place In congress and asserted In the most posi tive way that labor people were to l.ave better wages under his new law than they had formerly been receiving. For this purpose he incrcatcd the duty on glucose from 30 to 2g per cent. This Is followed by a Uiluclioo In wages of 10 per cent. These mark the downfall of protectionism. Mrs Fremont and her daughter are now In possession of the house that was pre sented to them by a committee of Los Angeles ladies. A statement prepared at the treasury department shows that the receipts from customs at the port of New York for the seven months of the present calendar year have fallen off, as compared with the cor responding months of the calendar year tSyo, of $21,444,378. Tne receipts for July, 1S91, were $11,303,160, while for July, 1890, they were $17,173,016, showing a falling off of nearly $6,000,000. It is estimated that two-thirds of the custom duties paid In the United States are col lected at the port of New York. Other ports show as great a decrease as New- York. If the same decrease continues during the year, receipts from customs at New York will show a falling off of $36,000,000 and from all parts of the trifled States of about $48,000,000 as compared with 1800, Quay and Dudley hava resigned from the national republican committee and Erhardt as collector of customs at New York.
