know the man. Will he give away the

course not. Neither will he give away his
cabinet position, which he just as truly
bought and paid for. It cost him a good
atlff price and he will hold on to it.
The cyclone is a broad disturbance,

The Farmers' Alliance succeeded In
electing Tillman governor of South
Carolina, and he is now an active oppo
nent of the sub-treasury warehouse
scheme. The same movement succeeded
In eltc'.lng Northern, governor of Georgia,
and he is now an equally active opponent
of the sub-treasury. L F Livingston,
president of the Georgia Alliance, is now
proposing a substitute for the sub-treasury,
one feature oi the substitute being that
the farmers shall build the warehouses
themselves Instead of asking the govern
ment to do so. This Is a long step toward
the position of "The Voice," that the sub
treasury warehouse scheme is an excel,
lent co-operative plan for the farmers to
carry out themselves, but a very foolish
one tojask the government to carry out
for them. Livingstone, In the course of
h'.s proposition, uses the following sugger.
tive sentence:
"All that we Insist upon Is thus briefly
stated: We demand that te amount of
circulating medium be speedily Increaeed
to not less than $50 pur capita."
This Is an entire abandonment oi the
grounds on which Dr. Macune urges the
sub-treasury scheme. In addition, "The
SentlnH," of Chicago (Colonel Norton's
paper), has come out in opposition to the
sub treasury scheme, declaring that it
does so toi the good of the Alliance. The
present contest in Mississippi has been
over the snb-trensury, and It Is already
apparent that the Alliance has lost there,
though fully as strong In that state as in
Georgia and South Carolina, where, by
selecting candidates who are opposed to
the sub-treasury, It gained important
victories .
The Alliance, as a political movement
at least, is certainly going to smash on
this sub-treasury, or the scheme itself
will go to smash. The same Is true of
the People's Party. The (Western Na
tional Alliance has refused to endorse the
scheme, and the National Grange has in
an official document denounced it as "un
wise and impracticable." It Is the blind
est political folly to persist, under the
circumstances, in pushing such a measure
to the front as the test oi iealty to the
movement,

an act oi statesmanlike wisdom, it will
"swop oil" the sub-treasury scheme for a
prohibition plank, and the land-loan
scheme ior a plank In iavot of an issue of
treasury notes, based on gold and silver
bullion, issued by direct payments for
govern ncnt expenses, In the proportion of
$3 In notes to each $1 o bullion, until
there Is $50 per caput In circulation.
