When republicans sought ground lor at tack upon democratic administration oi national affaire the made loud protest! aealnst the policy of allowing deposits oi government money In "pet banks." When a demagogue thought to gain political capital by exploiting the lact ol such de posits and Introduced In congress a reso lutlon calling for an investigation, he w promptly rebuked by older heads, who understood that under the administration of John Sherman there had been more of the people's cash deposited in a single " pet bank" than was held by all the banks un der the rule o a democratic admlnutra tlon. In the discussion that ensued th people discovered the fact that republlcai legislation had made necessary the depos of that surplus wrongly taken from thi producers by unnecessary taxation. With an enormous surplus in the treasury It became necessary that means should be found to counteract the stiingency caused by the forced contraction of the vo!um Vl currency. But a billion-dollar congress has totally changed the conditions. There Is no longer a surplus of ca6h In the treasury One trust fund has practically disappeared and the people see the bottom of vaults that were handed over to republican ad ministration filled to overflowing. Under existing conditions the deposits In the na tional banks have a different significance It Is well understood from the statements of the treasurr that for every dollar of such deposits the banks hold governmen bonds that fall payable at the option of the goyernment In September. Taking the turn so held as In round numbers $20,- 000,000 and It will be seen that the with drawal of the deposits would simply mean the retirement of the bonds and no di . turbance of the volume of the currency, Let it be supposed that al! the deposits were In a single bank. Ifjthe government should draw a check for the entire amount It would practically receive nothing more' than the 4 per cents held by the banks as security. This would simply stop the interest on the bonds thus called and would leave In the hands of the people the same amount of money as at present. Such was not the case during the ad ministration of President Cleveland. Then the aj per cents were not payable, and they commanded a premium. With their approaching maturity the treasurer pre tends to be confronted with an emergency. Under republican rule this has always been the pretext held forth when a new contract has been advised frr the benefit of those who draw of the people's sub stance through iniquitous legislation. It was under this pretext of emergency that the maturing bonds of 1SS0 were sought to be funded In long bonds on which the people were to be forced to pay exorbitant premiums In order that their cash might not be locked In government vaults be cause of excessive taxation. If the scheme had been carried through the people would have been mulcted in many millions simp ly because republican legislators looked only to the benefit of one class'and desired no rapid extinction of the bonded debt, A similar policy now obtains under the manipulation of another Ohio statesman Seeking like fame ai a financier.
