they are found perfectly preserved .
The latest dinner novelty, according to tne
San Francisco Argonaut, is the serving of
lettuce grown under the eyes of the guests.
The secret of performing this feat lies in
soaking germinating lettuce feed in alcohol
for about six hours, and sowing it in an equal
mixture of unslaked lime and rich soil. After
the soup has been served, sprinkle the seeds
with lukewarm water and they will sprout
immediately, the lettuce growing to about the
size of hazle nuts before the time for serving
the salad arrives.

A great big scandal, involving, through
more than one of its members, the admin
istration, may be the outcome of the Itata
business. It is whispered in inside circles
here'that the oplnlona of certain people
the matter Is entirely too serious to use
names upon no better basis than rumor
have been influenced both for and against
the Chilian Insurgents by the receipt of
large sums of moncr, which has, accord
ing to the story, been furnished by certain
parties in New York who are heavily In
terested In Chilian commerce, and whose
business rivalry la thought by many to be
at the bottom of all the trouble In that
unfortunate country. Certain it Is that
Balmaceda and the insurgents arc both
represented in Washington by shrewd
agents and lawyers, the latter Americans,
and the appearances Indicate that both
sides are well supplied with money and
that at least one side has paid big money
for the right to use the columns of certain
newspapers. The administration official
ly recognizes only the Balmaceda govern
ment but Senor Mott, the representative
here of the Chilian Insurgents, or as he
says, "the only constitutional government
of Chill," appears to be confident that the
Itata will be released by the courts and
tnat the Insurgents will soon be recognized
by this government.
It Is rather an odd coincidence that Sec
retary Foster, the defender of the extrav
agance ol the billion-dollar congress, and
a man who has been preeminent In his
party as a spol!sman,shouM have reache d
the same conclusion that the late Hon
Samuel J Randall, who as chairman of the
Committee on appropriations of the House
ol Representatives made a reputation for
honesty and economy In public expendi
tures never surpasseJ.dld as to the advisa
bility of abolishing five out of the six audi,
tors offices of the treasury department, be
because ol the uelesness of the work
done In those olViccswhlch consists almost
entirely of duplicating the work done In
the offices of the Comptroller of the treas
ury. Mr Randall once drew up a bill to
abolish these and some other useless
bureau of the treasury department, but
he found It Impossible to secure support for
It In congress, because it meant a large
reduction In the number of clerks em
ployed, which meant that much less pal
ronage for the congressmen. It would be
an easy mattei, were congress so disposed,
to save nearly $ 2,000,000 per year In this
one department, by taking up and carry
ing out Mr Randall's original idea, w hich
for some reason Mr Foster has seen fit to
endorse.
Prof Dyrenforth of the agilcultural de
partment Is on his way to the most arid
section of western Kansas, carrying with
him tha balloons, kites, dynamite bonds,
etc., with which he expects lo obtain by
expolsions in the air a copious fall of rain
In that region, where rain Is unknown
He has an appropriation of $9,000 to
spend In experimenting.
Fourth Auditor Lynch, the negro who
with ex-Senator Bruce was given olhce In
exchange for a Harrison delegation from
Mississippi, has just returned from that
state and reports tnat the contract has been
complied with, and that not only Missis
sippi but the entire south will send a solid
Harrison delegation to the republican crn-
ventlon, which cannot be broken. He for
got to add: Unless some other candidate
js disposed to open a barrel, In which case
the southern delegation can be stampeded
just as they have been In all previous re
publican national conventions.
Another negro,-Fred Douglas will
soon be out of a job, as it Is semi-officlally
announced that he will no1, go back to
Haytl,as minster. He brought with him a
recipiocity treaty with Haytl which he
negotiated.but the administration for some
reason doesn't seem proud of it.
