No possible "distribulion" of the surplus revsnue in approprialions can reach one twcntielh ran of the people who contributed it. Against the Republican doctrine of distribu tion to favored class;s the World sets up the Democratic doctrine that the best place and the only just piace for every dollar not neee'ed by the Government for its legitimate expenses is in the pocket of the man or the woman who earns it.
