The Oicgonian, In speaking of Governor Pennoyer's constitutional objection to the issue of non -taxable bonds by munlcipa 1 corporations, says: "It (": Uregomitn) mig'.t snow, as 11 has done over'and over.that the constitution gives the legislature power to exempt trom taxation property employed for munici pal purposes, and that the means empioycu oy a cny lor supplying i..eu would tall wltnin tnis uennuion. It Is not creditableto the sound judgement of the Orcgonian to make such a specious argun.ent. Can not the editor of that pa- per comprehend the plain proposition that when a municipality issues bonds and sells them to individuals, that these bonds then are private properly and Ihereforf under the constitution could not be exempted from taxation by legislative enactment? Suppose a city had real estate which it deemed proper to sell and use the pro ceeds to supply itself with water, does the Orcgoiuan suppose that the legislature could pass a law exempting such real estate from taxation because, forsooth, the city emnloved it as a "means" to secure such water? And vet these ars parallel cases and stand or fall together. The Orcroman may not understand this but the voters of the state arc rapidlv coming to a compre' henslon of it. GOV.
