Ex Speaker Carlisle has made a careful sur vey of the financial outlook for the Plaint Dialer which shows the reckless extrava gance into which the republican party pur poses to plunge the country.- Mr. Carlisle detailed the new pension legislation with the enormous expenditures Involved which was given to the readers of the Plttin Deal er some days ago in pn interview with Represenative Morrill, chairman of the pension committee. Summarized it in cludes the repeal of the limitation of ar rearages act, $471,000,000; service pension bill, $144,000,000; the bill to pension ex- prisoners of war at the rate of $J per day for each day of Imprisonments, $10,000, 000; the dependent pension bill now un der discussion in the senate, $50,000,000, the bill increasing pensions of certain class from $50 to $72 per month which has al cady passed the House, $j.cw,ooo. Other pension bills.including one to pension army nurses at the rate of $25 per month, $30, 000,000. "The bills enumerated," said Mr. Carlisle, "will, if passed.add $7oS,ooo. 000 to the $100,000,000 now expended for pensions. Besides these pension bills there U a bill to refund the direct tax, $17, 000.000; the bill to subsidize owners of South American steamships companies for j period of ten years, $6,000,000 the first year and $i,ooo'oo3 each year thereafter; a bill which has already been reported to the senate appropriating $126,000,000 for coast defences, of which $21,000,000 are to be expended during the ensuing year, and a bill appropriating $300,000,000 for the construction of vessels and naval armament. Then their Is tne Blair educa tional bill which Is on the eve of being passed by the senate, $77,003,000, and the French spoliation claims, which will cer tainly be allowed by the present congress and which some estimate as high as $40, 000,000." "Even If there should be no reduction o f revenue by a revision of the tariff or the repeal of the tobacco tax, the secretary of the treasury estimates In his official report the total receipts of the government from all source for the net fiscal year at $385,000,000, and he estimates the total expenditures already provided by la-.v, In eluding the sinking fund, at $341,000,000, leaving a surplus of $43,000,000. But it it already apparent that the appropriations or the ordinary expenses of the govern men! for the next fiscal year will be large ly In excess of the secretary's estimate. It has been stated on the floor of the House by republican members of the ap propriations committee that $442,000,000 will be required to meet the regular de mands of the government, and If this is correct there will be a deficit of $27,000,- 000 Instead of a surplus, supposing none of the extravagant appropriations I have mentioned are made." "Do you think many of them will be passed?" 1 'Of course It Is Impossible for me to say what bills will be passed, but they show what a wide range ttu republican treasury raids ara taking, and one thing Is certain and the country ought to understand I', they will be passed If the republican party desires to pass them. It controls the senate, the House and the president, and uch rules have been fromulated that dem ocrats can neither defeat nor delay any measures which the majority may see proper to pass. Tension bills are prlvl leged and can be taken up any day and passed. If repeated pledges made to soldier and other classes by the republican party are not redeemed at this session it will be simply because the leaders of the party In their Inner conciences neither de Ire nor purpose to redeem them. All ob structions are cleared away and If when this tension closet any republican notes have gone to protest tt will be because the leaders have deliberately declined to honor them. The time and opportunity have arrived and the republican party must Uke the whole responsibility for action or nonaction. It Is true that the passage of thcue bills, or any considerable prt of them, would make It absolutely necessary o Impose additional taesutKin the people, but the republican party knew tals jutt as well when It made Its promises to soldiers a it knows It now and therefore 't cannot shirk the ic$ponibillty on that ground. All through the lat campaign the democrat IntUted that tV redemption of promise made by the republican party would bankrupt the treasury and require a large Increase either In taxation or the public debt.
