An exchange remarks: "If you are a kicker and see the shadow of failure in everything that is proposed to help the town, for heaven's sake go into some secluded canyon, and kick our own shawdow on the claybanksand thus give the men who are working to build up the town a chance. One long faced, holloweyed, whining, carping, chronic kicker can do more to keep nway business and capital from a'town than all the drouths, short crops, chinch bugs, cyclones and blizzards con.bined." Roger Q Mills, of Texas, has an article the current number of the North American fcvteivon the tariil question. The views of the Texas economist, who was chairman of thetarflT committee in the last House, well and tersely told and the more important because they are commentary of the articles of Gladstone and lllaine upon that subject which appeared in the previous number of the 2te view.
