President Monroe's seventh annual message
December 2, 1S23: The citizens of the United
States cherish sentiments the most friendly in
favor of the liberty and happiness of their fel
low men on ihit side of ihe Atlantic. In the
wars of the European Towers, in matters relat
ing to themselves, we have never taken any
part, nor does it comport with our policy to do
so, It is only when our rights are invaded or
ser ously menaced that we rerent injuries or
make preparations for our defence, With the
movements of this hemisphere we are of neces
sity more immediately concerned, and by
causts which must be obivous to all enlighten
ed and impartial observers, The political sys
tem ol the allied Powers is essentially different
in this respect from that of America. This
difference proceeds from that which exisits
their respective Governments. And to the
defense of our own, which has been achieved
by the loss of so much blood and treasure and
maintained by the wisdom of their most enlight
ened citizens, and under which we have en
joyed unexampled felicity, this whole Nation
is devoted. We owe it, therefore, to candor
and to the anv.cable relations existing between
the United States and those Powers to declare
that we should consider any attempt on their
part to extend their system to any portion of
this hemisphere as dangerous to our peace tnd
safety. With the existing colonies or depen
dencies of any European Power we have not
interfered and shall not interfere. But with
the Governments who have declared their
dependence we have, on great consideration
and on just principles, acknowledged we could
not view any interposition for the purpose of
oppressing them, or controlling in any other
manner their destiny, by any European power
n any other light than as the manifestation of
an ur friendly disposition toward the United

Drowned Wlille Kkallng,
VicroRiA.Feb. 19. Too young men James
and George Alexander colored), were drown
ed to-day while skating on a pond close to the
ontskir's of the city. The ice broke and both
men were precipitated into the icy water. The
sister of the younmen witnessed the accident
and ran to a house for assistance. She had
aiely time to tell what had happened when
;he fainted horn fright and excitement. The
people of the house ran to the scene of the ac
cident, but both men had disappeared be
neath the water,

Sacremento, Ftb. 20, Last night, at 9:30
o'clock, at Cape Horn mills, plowenginn 415
and four other locomotives were derailed by a
broken rail. The plow enxiie and two suc
ceeding locomotives were carried down the
bank fome sixty feet, the two rear engines be
ing dragged from the rails. Brakemen J Wil-
uams was so badly scalded that he died in two
hours; Fireman Evans was severely scalded
and bruised; engineer William Dorland was
badly injured; r ireman Bates was more or less
bruised,

Petaluma, Cal,, Feb, 20. It commenced
raining again here Saturday. The farmers are
badly discouraged. 1 here will be 9no Jwheat

San Francisco, Feb. 20. The rain fall in
this city and vicinity last night was the heav
iest known for a Jong time, amounting bere to
nearly two inches, and unfortunate pedestrians
weie soaked by the heavy down pour. The
season's total rainfall In this citv to date now
nearly equals that o( the famous season of 1862
