There is some surprise and a good deal of indignation felt throughout the country t the unconcealed purpose of the Republicans in Conunss to strengthen their majority in the House by the simple process of 1 unseating! seventeen of the Democrats whom the people have elected, and seating in their stead seven teen Republicans whom the people have not elocted. 1 he indignation is natural and just. But the surprise is scarcely called for, inasmuch as it is the declared purpose of the same Repub licans in Congress to enact a law this Winter which shall enable them hereafter to create what majority they please for their side of the house by the similar process of giving the cer tificates of elect i an in the first place to defeat ed Republican candidates instead of letting the elected Democrats enter the House for a time. Mr Henry Cabot I-odge's scheme for a Fed eral supervision of elections means precisely that. Its plan and purpose are to set aside narrow Democratic majorities by Federal auth ority where they cailnot be overcome by Fed eral intimidation. The two things arc identical in moral char acter and effect; but the unseiting of men elected is a more public and risky process than the control and perversion of elections. The one creates a National scandal, the other is local in its shame. The Federal election law is intended, to spate the Administration party the necessity of working Us inupiitics in the full light of day. As Artistic Era. San Francisco, Dec. 17, A dispatch was received here to-day from M M Kstee, delegate to the Pan American congress, stating that the delegates to the conference will visit the Pacific coast at the close of the session. Ths delegates will come by way of the Southern Pacific, and it is understood they will also visit Seattle, Portland, Tacoma and Los Angeles, A Timber Clultu Swindler. Spokane Falls, Dec. 17. A Beaver was arrested this evening on telegraphic instruc tions from Tacoma. Beaver had opened on office here and advertised thai he would give $300 for timber claim rights. The scheme was to take $25 cash and agree to pay $150 in sigty days and the balance sixty days later. The cor- oner's jury to day returned a erdict of justi fiable hoTiicide in the case of Miss Epperson, who yestcn-ay shot and killed Julius Hoffer, her father's farmhand.
