One of the most radical prceosltlent In the war of congressional legislation that has ever been te the country sine the dark days f reconstruction, If the bill that Sehatcr John Sherman proposes to intro duce Into the next congress whereby the election of congressmen it to be taken out of the hands of the States and placed in the hands of clerks, judges, boards and canvassers appointed directly or Indirect ly by the president. This is the bill which has so frequently been threatened, ind which promises ts be the most important political issne com ing before Congress in December, The debate is likely to be a long, bitter and partisan one, aud the democtats will manage badly, indeed, if they are not able to show the country that popular govern ment is threatened by this measure. There are a great many blacksliders In the republican party already on this issue, thousands of voters, particularly in New England, who belive the proposed meas ure is dangerous. A discussion of it will toon show them the extent oi this con spiracy against po pular government. Un der this bill the president it to appoints board of canvassers In each Stats and an electoral board of three members In each congresttmal district. A registrar for each precinct or election district It to be appointed by the electoral board, which will alto designate the judges of electien. Clerks of election will be chosen by the judges. The electoral board of the con gressional district will appoint a board of canvasser for each county, city, or politi cal division. Every step in the election of a member of Congress from the regis tration to the final ee'int is to be under the supervision of officials created by and responsible to the national administration. Three judges of election for each pre cinct er electoral district, to be appointed by the electoral board of each congress ional district. 5. A board of canvassers In each eounty, city, or corresponding political division, to be designated by the oleotoral board f each congressional distrlet from among the judges of electiont. The Sheratan bill would create at one swoop over 6oo,eoo new Federal fficialt appcln'ed directly or Indirectly by the president and under his control and man agement 110 State canvassers, 990 mem bers of district electoral boards, 100,000 registrars, 300,000 judges of election and 300,000 clerkt of election ora total of 601, 200 persons.
