well founded. Many of tkcin mult be een
actional, but at the "me time there i nj
djubt that Knglkh capitalists are turning
their attention to America as never before.
There an rumors of trusts and big syndi
cates on every hand, and in almost every
cac i:n!ish capital is concerned. The
pjllcy of the country, pursued fr more
than a quarter of a century ,has been spe
cially favorable to big cmporations, big
monopolies and big trusts, and the English
capitalist, laniacVing the earth for good
investments, has not failed t comprehend
the situation. While the orators and or
gans of a great party have been holding up
British tree trade as a bugaboo to frighten
Toters with, the English themselves have
been quietly taking advantage of the situa
tion. II is folly to argue that a country
which thus attrac ts capital Is on the road
to solid prosperity. II the foreign capital
i.ts came here, and expended their earn
ings here, or added their increasing wealth
tt the wealth of the nation.it would be an
other matter, but they do not. The pr.l.ts
V on their investments go out of the country,
and stay out. Dividends upon railroad and
mining stocks .profits from immense cattle
ranches, the earnings of foreign capital in
vested in any form, are paid in coin and
bullion drawn directly from the resources
of a country at present so rich and strong
that people" are disposed to mock at the
suggestion of disaster. And yet the condi
tion, in principle, is precisely that of Ire
land.with Its non-resident landlords.spend
ing their incomes in foreign capitals. No
country Is so rich, so great or strong that
it can continue indefinitely to sustain a
drain upon its resources that is not coun
terbalanced by an equivalent. Last Satur
day there were large shipments of gold to
Europe. There were similar shipments
the week before.and the week before that.
The balance W trade is against America,
and that, too, at a time when the circulat
ing medium of the country is needed to
begin the movement of the great western
crops toward the seaboard. The financial
journals are not disposed to be alarmists,
but there is not one of them w hich does
not betrav dissatisfaction if not uneasiness
at the situation. It is a grand thing in,
theory, to give capital so great induct,
ir.cnts that it will seik investment, but in
practice there is grave danger of overdoing
. it. To the extent that foreign syndicates
and home monopolies have been tempted
to grasp tli2 industries of the country, it
has been over-done here. True statesman
ship would have kept the barrier of pre
tcctbn at a point nearer the actual differ
ence between the cost of preiluctien here
andabioad. True statesmanship demands
that the barrier be lowered to that point
new, before the policy of unreasonable en
couragenient to syndicates, trusts and mo
nopolies has worked Irretrievable mischief
Another thought suggests Itself in this
connection. If free trade has ruined Eng
land.as advocates of a high tariff would
have Americans believe when an election
is pending, how does it happen that Eng
lishmen have money and to spare wit.i
which to buy up American flour mills,
breweries, lead, gold and silver mines, cop
per mines and salt works, almost without
without limit ? As a mined country .Eng
land presents a strangely anomalous con
dition of things.

ture of the town and county as any of our
industrial establishments. With the growth
of the town and county it has had its
growth. It lias, in season and out of sea
son, stood up lor Linn county and the
material interests of all her people. It
would only be giving it its proper share of
recognition to say that i' has been a pow
erful factor In the growth and envelop
ment of Albany's industrial progress. It
bat never hesitated to espouse and defend
the Interests of Albany anf Linn county
in general. As in the past, so will it do in
the future. For this it should recelvc.and
has a right to claim, a liberal patronage
from those whose l-itcrests are thus promoted.
Soon after the last Presidential election,
William W Dudley, the ohief boodler of Indi
ana politics, instituted suits for diinsges agsiast
several New York journals for defamation of
character, laying damages at 1 100,000. If hil
character hid been maliciously defamed, h
would have sought the proBplnt and the fulleit
inquiry, but when the delcndanii summoned
hint to appear for examination as a witness in
his own suit, he fled the jurisdiction of the
Court apl his been skulking from his own suit
ever since.
The defendants fallowed 1 hulley to Wash
(ngton, where he has been jkulking from both
Indiana md New York judicial process for sis
months r more,and attempted to force his own t
testimony in his own case, but without success.
The order of the Court for Dudley '1 appearance (
as a witness vas finally earned by mm to the
Supreme Court, where it as decided on Tues
day last that Dudley's appeal be dismissedi
which is a virtual order for him to stop skulk
ing and appear for examination. Dudley must
now either appeir for examination in his own
suits for damages or hil suits must be dismissed.
Dudley should stop skulking.
The basis of the growth of a town is the
pluck, spirit and energy of i's people. It
matteis not what the natural advantages
of a town are, it takes pluck and energy
to develop and properly apply them. The
pluck, energy and spirit of the citizens of
Albany are becoming proverbial, hence
abounding confidence exists that Albany
is to make rapid strides in becoming a
railroad center und manufacturing town of
no mean importance.
