Harrison"s administration there has been a
larger percentage of removals from office
than in the first foui months cf any presi
dent since Lincoln. President Harrison
has "recognized" his relativcs.hls connec
tions, partners, friends and chums. He
has "recognized" the party workers as fast
as their rival claims .could te adjusted
But he has failed to recognize the good Of
the country, the pledges of hi' party or
his own ante-election promises.
The good of the public service requires
that the subordinate officers should be sep
arated from party politics. President
Harrison is organizing the public service
as a party machine.
The republican National platform de
clared that'-the reform of the civil service
should be completed by the further exten
sion of the reform 6ystem already estab
lished by law to all grades of the Service
to which it is applicable," and that "the
spirit and purpose of the reform should be
observed in all Executive appointments."
President Harrison has ignored this
pledge in every pai ticular.
In his letter of acceptance Mr Harrison
said that "in appointments to every grade
and department fitness and not party ser
vice should be the essentia! and discrimi
nating test, and fidelity and efficiency the
only sure tenure of office." In his policy
party service and not fitness has been the
iiscriminating test, and fidelity and effi
ciency have afforded no security of tenure

Harrison before election it "recognizes"
him now as more of a Pharisee than R B

The workmen at Homestead must under
stand now, and the workmen in the other iron
and steel mills will probably understand next
year, tkat the tariff does not hold up 'their
wages. They know that before the election of
Mr Harrison they were told by Mr Carnegie
that to prevent a reduction of their wages they
must vote for the Republican candidates and
the Republican policy, which was to uphold
the tariff, They were told that if they should
vote for Cleveland they might there by compass
their own iraprovcrishment and degradation.
Aad they know that immediately after the in
auguration the same Mr Carnagie set out to re
duce their wages, declaring that he was ready
to spend $,500,000 in the attempt; that he
was successful, and that as a result of his work
a similar reduction in all probability will be
made in nearly all of the mills next year.
On general principles, and in accordance
with the theory of good government, the four
new states ought to be permitted to hold their
elections without interference from any source,
but if the Republican national committee, en
couraged and supported by the federal adminis
tration, is bent upon using all means to make
those states Republican, it becomes the duty of
the Democratic national committee to see that
the Democrats of the Dakotas, Idaho and
Washington are not left to wage an uneuua'
battle alone and unaided. They should have
the full and hearty support of the Democracy
of the entire country in such a struggle.
When a washerwoman changes her place o'
residence one may ask her "where she hang
out now" without using slang.
All this talk about Tanner having to go is
idle gossip. We have the authority of Shake
speare that "a Tanner, now, will last you ninc
year."
Society at a seaside resort is not too particu
lar, It is easy to get in the swim with any
sort of b.itlting dress.
