Daily Democrat HARD TRESSER. The pollcv of civil service reform i more fully carried out by President Harri son than bv his predecessor, President Cleveland. The republicans did not pre tend to follow any reform notions on the question of civil appointments, while Mr. Cleveland and the democrats did. The people can now see the difference between one who pretends and one who acts, and between bombastic bluster and honest wo r k ..! ti taint-ft'. Carefull collected facts in regard to re movals during the first four months of Cleveland's administration compared with removals made by Harrison in the first four months of his term show that the latter ecced the former about twenty per cent. So much for civil service reform under Harrison. The Mountaineer, with an utter disregard of a truth that is befoie the eyes of everj body, says: "The re publicans did not pretend fo follow any reform notions on the question cf civil ap pointments.'' Didn't, ch? yhy does the Mountaineer tbus insult the Intelligence of the people by attempting to make thctn balieve what all knew to be untrue? Let us look into the pretences of the republi can party on the civil serrice reform ques tion, and then let the public decide as to how much, or rather how little, truth thare is in the above statement of the Meun itunetr. The republcan party in its national platform on which. Harrison was elected has this to say on the subject of civil ser vice appointments: "The reform of the civil service should be completed by the further extension of the reform system al ready established by law to all grades of the service to which it it applicable," and that the spirit and purpose of the reform should be observed in all executive p. , pointinents." Could any language be plainer than this? Compare this with the quotation above from the Menuaincer and it will be seen that that paper has put itself into the deepest kind of a hole, out of which it cannot possibly escape. We trust it will, in a manly way, confess its mistake about the matter, and publish the above quotations from its party platform, as well as the following from Harrison' letter of acceptance, which is a clincher: " In ap pointments to every grade and depart ment fitness, and not party service should be the essential and discriminating test, and fidelity and efficiency the only sure tenure of office." In view of the above every one must concede that the republi cans did fretemt Is have some very reform notions on the question of civil appoint ments, but they ii not carry them out at all. The Roscburg Review says: "It is estimated that u.oeo.oco grain bags will be used in harvesting thi year's crop in Oregon." From this the farmers should learn an important lesson. The material out of which sacks arc made is all imported, none being grown in this country. The duty on the raw material is 35 per cent., and on the sacks 40 per cent. This adds at least 2 cents to the price of every sack which the farmer buys or uses. This im poses a needless tax of $240,000 a year on the farmers of this State op that one neces sary article alone. Farmers, what do you think of this? This sum would meet the ordinary current expenses of the State for a whole year. And all this is dene'in the name of "protection." Well there mav be " p-otection " in it for somebo-iy, but there is none for the farmer, and w.e con only pity the farmer who blindly votes to sustain this unjust poiicv.
