during the last campaign.are still fresh in
the ear of the people. They have not
forgotten the screams of the stump orators
or the appeals of the republican party press,
nor are they likely to do so while events
continue to remind them that the promises
were empty and the threats idle. Thous
ands of men who voted for Harrison, io
tection, home markets and prosperity, are
to-day out of employment,vhile thousands
more are toiling along on wages that hare
keen reduced since the 6th of November.
Last Monday the warden of the Illinois
late prison sent .00 leaves of bread to the
miners at Braidwood, in that state.who are
on a protracted strike against a reduction
of wages below what is claimed to be the
limit of subsistence , and the Incident re
minds the Springfield Republican that just a
year ago this month delegation of bitum
inous coal miners visited General Hariitori
at Indianapolis. They carried banners In
. cribed,"Give us Harrison and Protection,"
"Protection and Plenty," "Free Trade and
Starvation.'' The spokesman of the party,
on being introduced o General Harrison,
said : "These men want such a policy as
will enrich us rather than that other policy
which tends to the pauperism and destitu
tion of our people. In short, they want
high wages,plenty of work and good bread
and butter."
General Harrison ia reply said : "It is
not clear that that policy which secures
the largest amount of work to be done at
home Is the policy which will secure to la
boring men steady employment and the
best of " In one short year the
deluded men, who, doubtless believed that
a duty on the bituminous coal of Nova
Scotia was absolutely necessary to keep
their own mines working, find that they
have Harrison and protection without
plenty, and starvation without free trade.
Nor are the Braidwood miners alone in
learning the bitter lesson that ante-election
promises bear no relation whatever to the
possibilities of past election fulfillment.
The iron workers of Pennsylvania are out
on strikes or are working at reduced wages,
while the manufacturers,taklng a mean ad
vantage of the increased den-and by rea
son of destruction by floods, are raising the
' piice of their products. New England.too,
which contributed as much to sustain the
high tariff principle as any other section
of the country, has failed to realize on the
stock of promises with which it was flood
ed by the Home Market club. Bradstreet's
reports of business failures for the first six
months of the year show for Massachusetts
the remarkable exhibit of 54 failures with
liabilities of $17,673,000, against only 394
failures for the corresponding period ot
last year and liabilities of only $3,976,464
Vermont has had 16 failures with liabili
ties of $200,650. against only 17 failures
and liabilities of $71,480 for the first six
months of 188S. Maine shows a similar
increase of risk in business. Both the
numbei of failures and amount of liabili
ties huvt increased throughout the country
in the last six months as compared with
last year, and while it may not be fair to
charge existing conditions wholly to the
fact that Harrison, Wanamaker and com
pany have industiious'y superintended the
peddling of public patronage for the past
four months, these same conditions do show
most emphatically how much of Impo
tency and hypocrisy there was in the re
publican pretensions of the remarkably
lying campaign of 1888.
CANADA'S I'ROI'OSITIUN.
Neither a reduction in wages nor a redubtion
in prices will enable the northern iron masters
to complete with the louthern product. As a
matter of fact.compelition is impossible. This
being so.the inevitable will have to be accepted
with as good grace as may be possible under
the circumstances. In the course of a very
few years the south will be the center of the
iron industry and of cotton manufacture. The

It is stated, on no less authority than
that of Sir John Macdonald himself, tha 1
the Dominion government lias made a
most important proposition to the United
States. It seems that while statesmen on
this side of the line have been discussing
reciprocity In a general and theoretical
sort of way, Canada lias taken the initia
tive by making a positive and definite sug
gestion, which it is ready at any time to
carry out. The proposition is that the
governments of the United States and
Canada should consider the propriety of
removing the import and export duties on
lumber of all kinds, or, in other werds,that
the Canadian government will abolish the
import and export duties on lumber.provid
ed the Washington authorities will reci
procate by placing Canadian lumber on the
free list. In the meantime, as an earnest
of good falth.the Canadian authorities have
reduced the export duties on pine logs
from three do'.lars to '.wo dollars per thou
sand feet, board measure, the latter being
the figure at winch the duty stood in No
vcmber last, previous to the Canadian
lumbermen asking for the Increase. Of
course It may be safely regarded as already
known how this proposition for free trade
with Canada, so far as lumber is concern
cJ, will be met by the partisan advocates
f high protection, but it will be Interest
ing to tee hat reply will be made by those
prominent republicans of the John Sher
man stamp who are definitely committed
to the policy of reciprocity and ultimate
annexation.
