Daily Democrat Fron ur regular correspondent. VSHINUTON. Washington-, June 17th, 1S89. Mr Harrison is falling from grace in an extraordinary rapid manner. He spent yesterday on a Sunday excursion aboard of Wanatnakers yacht, the "Restless," in campany with Blaine and Windoin, and last week he appointed the notorious Robert Smalls, the negro ex-Congressman from South Carolina, to be collector of customs at Beaufort, South Carolina. Two very disreputable things to happen in one week. Mat Quay and Postmaster General Vfanamaker have arrived at an agreement about the Philadelphia federal offices and the appointments are expected daily. The basis of the compromise is understooJ to be that Mr Field, lo whom Wanatr.aker t:ndered the postmastcrship when he first entered the cabinet, shall have that position and that Quay be allowed to name the surveyor of the part and the collector of customs. The Samoan commission which has been sitting at Berlin ha6 reached an agree ment and adjourned. No'.hiag is known w ith any certainty as to what has been done. Blaine say he is entirely satisfied, but of course he would say that, and be sides his being satisfied does not signify that the country will be in the same con dition when it knows what has been dono Corporal Tanner is inclined u be per--SDnally thrifty with all of his recklessness in wasting the people's money. He has just appointed his daughter, a girl jiut wu' of school, to be his confidential clerk at a alary of $iSoo a year. Quite a snug sal ary to step into right out of school. Miss Tanner's father is a very prudent man. He proposes lo "make hay while the sun shines," for he knows there are breaker and storms ahead. The Civil Service commission is proving to be a thorn in the side of the administra tion, notwithstanding its two republican members. It seems to be starting out with the determination to have the law en forced impartially. Before leaving for the West the commissioner called Harri son's attention to the fact under the law all appointments made in the Census Bureau should be laken from its list of eli giblcs. This question was brought up just before Messrs Thompson and Roosevelt were appointed members of the Commis sion, and the republicans indulged in the hope that it had been finally shelved, bu t the commissioiiers intended o compel Mr Harrison to say yes or no as to these Cen sus bureau appointments. It is believed that he will decide against i.he Civil Ser vice commission. The U S S Ksarsarge lias been ordered to Hayti, but it seems impossible to learn the why or wherefore except that it is the result of a conference between Secretaries Blaine and Tracy held over a Cablegram from Commander KVlogg who was re cently ordered to make an investigation and report thereon. Many people argue that it must be something very 6erious that sends a vessel to Hayti this sickly season of the year. The election of Mr Calvin S Brice to be chairman of the National democratic com mittee is .-cry well received here. By his -conduct of the last campaign he fairly .von the honor, and it is not begrudged him hy those who if personal preference alone had been consulted would' rather have seen Senator Gorman at the helm. Mr Harrison was greatly outdone when it was learned that "Billy" Chandler would again represent New Hampshire in the United StatesSenate. And small wonder, fir it was a very sharp slap on the face for President Harrison, as it was an open 6e crct that the administration was supporting Dr Gallinger, Chandler's principal oppo nent. Score one more vote for the anti adininistration republican senators when ever the fight begins. The Minnesota senators Washburn and Davis, are engaged in open war over the federal appointments in that state. Wash barn is thought to have a little the best of it so far. Ex -Representative llorr, of Michigan the tunny man. wanted to be consul at Montreal, but he has been "turned down'' very abruptly. He --ays that President Harrison promised hi:n another consul ship. Land Commissioner Stockslnger, whose resignation takes place on the 30II1 inst, took leave of the employes of his office to day. They were sorry to sec him go as he has mailer, very popular official. Somebody asked Sam Randall who would he the next democratic nominee for the presidency, and his answer should be taken to heart by those impatient gentlemen that arc trying to precipitate the next campaign. He said : "Two years from now will be early enough to begin considering that question, to say nothing ot intelligently answering it." The opinion ii gaining ground here that Harrison fears to call an extra session o Congress. The republican m.ijority is so slim that he prefers waiting for the hoped for reinforcements from the new elates. Recent experiments to ascertain within what limits the ear can distinguish the dif ference in the pitch of two sound 1 show that the smallest difference perceptible by untrained or only slightly trained cars ap pears to be from one-sixth to one-fortieth of a semitone. It is said that a peculiarity that seems to apply alike to trained and untrained ears is that they delect upward differences more easilr than downward. The fruit growers of California, finding thai peach stones make an excellent fuel, are new selling them at the rate ol Jo a Ion. A sack of stones will weigh about So pounds, and is said to last as long as an eqii.il number of pounds of coal and give an c en greater heat. A California philosopher evolves the theory that the many divorces in that State are due to the coldness of the climate aud the high price ol coal. In the evening, he says, it is so chilly that the husbaad and wife can't sit down com fortably as they do in the East, and with coal at $1 5 a ton they can't afford to use it. So the husband gets into the habit of going out for a walk in order to keep warm, and the wife often gels iuto th; same habit. Divorces soon follow. Soapsuds are better than water for washing purposes, becatt'se the soap forms a chemical combination with the greasy matters preseut, and renders them soluble in water. Without this help the water could not dissolve them. Hard water is wasteful of soap, because it con tains lime salts, which form an insoluble com pound with the soap, thus rendering a part of it useless, Gladstone says there is now the greatest ag gregation of wealth in the hands of the few since the days of Julius Caesar, and, therefore, on the other hand, the greatest proverty and want known to the civilized world for nearly two thousand years. Just in proportion as the wealth of the world aggregates in ths hands o the few, the common people become poor and dependent. The sugar trust continues to advance the price of sugar in a way to indicates that it has accepted Mr Blaine s view that trusts are private affairs with which the public have no concern, 1 he sugar trusts seems to have no concern for the public either, except to make it stanc and deliver.
