Oakville is in the usual flourishing condi tion and 'Brownsville was revived and new officers elected. Mrs White recently from Washington Territory became a member of the Union. The parlor meeting which was to have been held on next Tuesday w as postponed on account of the convention. On motion it was voted that the Union give a public dinner on the 4th of July and that the Union subscribe $10 to the fund being raised by our citizens to defray the expenses of a "celebration on the 4th. Prof Walker, chairman of the committee on literary exercises, re ported the formation of a hoys' military company with sixty members, who will be equipped for the occasion with wooden guns, etc. Other committees reported pro gress. Mr Jas F Powell, who Is authority on matters relating to Chinese plieasant-, informs us of a very pe culiar incident. A few days ago a nest of Chinese pheasants eggs were found. They were taken home, placed under a setting hen and the next morning a fine brood of Chinese pheasants were hatched out, and may now be seen in Judge Powell's yard. Two Loans. The regular monthly meeting of stockholders of the Albany B, & L. Association was held last evening at the office of Hewitt, Bryant & Irvine. Two loans were made, one to S V Ross of $ictx at forty-eight months interet in advance, and one of $500 to Geo K. Warren at thirty seven months Interest in advance. The first 6erlcs was closed. Rev Mauris' Funeral.-The funeral of RevJW Harris occurred this afternoon at the Congregational church. Editors Democrat : At a meeting called of miners and pros pectors at Golden City. District No Linn Co, State of Oregon, May 4, 1889. A R Campbeli was elected president and L Magruder secretary. The following laws and by-laws were presented by E R Bark er and read by the secretary. Motion made by E E Smith and seconded by E W Evans, that these laws and by-laws be adopted as read. Carried by an unanimous vote, Petilion handed in by E E Smith that E R Barker be appointed deputy recorder of this district. Motion make by P Smith and seconded bv Thomas Phillips that the pe tition be adopted. Carried. The follow Ing bylaws were adopted: ARTICLE I. Skc. 1. Length J he length 01 any loue claim hereafter located, may equal, but not exceed, fifteen hundred feet along the vein. Sf.c. 2. Width The width of lode claim hereafter located shall be three hun di ed feet on each side of the center of the vein or crevice. Sec. 3. Location certificate The dis coverer of a lode shall within thirty days. from the date of discovery, record his claim in the office of the deputy recorder of this district, by a location certiltcatc which shall contain: first uie name ot the lode, Second The name of the locater. Thii The date of location. Fourth The nurrv ber of feet in length claimed on each side 01 the center 01 the discovery, f 11th Ihe general course of the lode a near as may be. Sec. 4. Any location certificate of a lod claim which shall not contain the name of the lode, the name of the locater, the date of location, the number of linear feet claimed on eacn side of the discovery shaft, the general course of the lode and such de scription, or shall indentify the claim with reasonable certainty, shall be null and void. Sec 5. Boundaries and staking The surface boundaries shall be marked by six substantial posts, hewed and marked with the name f the lode, and sunk in the ground. to-wit: One at each corner and one at the center of each end line. Where it is imposible, on account of bed rock or precipitious ground to sink such posts, they may be placed in a pile of stones. Sec 6. The locater of any mining claim shall, at the time of making the location, place a substantial stake or post, not less than 4 inches square or in diameter, at each end of the ground claimed, and as near as practical along the course or line 01 tne vein or lode, and also a similar stake or post at each corner of the location. Such stakes or post shall be at least 4 feet high above the surface with the name of the claim. Each and every claim hereafter lo cated shall be distinctly blazed through the center and across each end, so as to be eas ily traced. Sec 7 Claim defined by the surface lines The location or location certificate of any lode claim shall be construed to in close all surface ground within the surface lines thereof, and all lodes and ledges throughout the entire depth, the top or apex of which lies inside of such lines with such parts of all lode or ledges a3 con tinues to depth beyond the side lines of the claim, but shall not include any portion of such lode or ledge beyond the end lines of the claim. Sec 8. Labor The amount of work or improvements made during each year shall be that prescribed bythe laws of the United states. Sec. o Proof of labor Within six months after any set time, or annual peiiod, hearin allowed for the performance of labor, making improvements upon any lode claim, the person on whose behalf such ontlay was made or some person for him, shall make out a record and affidavit in substance as follows: State of Oregon, County of Linn. The placing of a monument in the center of a mining claim upon a mineral vein, an 1 posting a notice thereon stating that the undersigned claims 750 feet easterly and 750 feet westerly there from, together with 300 feet on each side of the vein, with all the dips, supers and angles, giving the name of the lode and district, without distinctly marking their location, on the ground so that the bound aries can be easily traced is invalid. Sec. 14. Prospectors' ngnis a pros pector by posting a notice on the ground shall be "allowed 30 days in which to dis cover or prospect his claim before locating nnd recording. Sec. 13 Value of labor lhat in esti mating the worth of labor required to be performed upon any mining claim to hold the same, by the laws of the United States, in the regulation of mines, the value of a day's labor is hereby fixed at the sum of five dollars, provided, however that in the sense of this statute, (8) eight hours of lab or actually performed upon the mining claim shall constitute a day's labor. Sec. 14. The laws regarding the work ing, discovery and locating placer mines must conform to the United States statute- Bv publishing the above laws and by. laws you will confer a favor on the miners of this district and for reference to those who expect to come in.
