Senator John Sherman and the other re publicans of the Ohio Congtession.il dele gation are at dagger points. The Senator, with his usual greediness, wants the other fellows to allow him to name the Ohio men who shall have Federal patronage. This ne 6ided way of giving the prizes is strongly objected to by Congressmen Mc Kinler, Butterworth, Burton and others who have friends they wish to provide for, and the result is that Ohio is getting left in the distiibution of etiiciul pap. Among the disgusted Ohio republican 3s Alphnse Hart, who came here prepnr ed to go to work as Solicitor of Internal revenue.a position which he says Attorney General Miller tendered him and which he accepted several weeks ago. But re has not gone to work, owing la the objection of a man greater than "me too" Miller. Boss Quayihas a man whom he wishes put Into that position, but nothing has yet been done,and as Quay is r.id to have gone home in a pet last woek,pci haps Hart may get it after all. The nc.-r republican olllcials are very prompt in getting sworn in, so as to let their salaries begin. Then they take their own time about beginning to work. I was for cibly reminded of this when Robert P. Porter, editor of the New York Press, turned up here two days after he was ap pointed Superintendent of the Census, was sworn in, rushed down, caught on an after noen train and returned to his private busi ness in New York City. By the way, Porter, who is one of the most rabid advo cates of a protective lariff.is an Englishman, and is said to have written just as rabidly in favor of free trade until he was bought over by the protectionists. If Mr Cleve land had appointed an Englishman to as important a position aj this all the repub lican papers in the country would have been yelping at htm and charging him with all sorts of crimes. But then you see it makes a great difference whose ox is gored. Assistant Secretary of the Treasury Tichenor is mad, he is in fact very mad, and docs not care who knows it. lie had a candidate for the position of appraiser of the port of New York, and the president appointed another fellow. The only con solation that Mr Tichenor has is the fact that the appointment does not please the New York Senators any better than it does himself. For years it has been the custom to con sider the four years commissions of Fed eral officials as beginning from the date of their confirmation. Now, in order to make vacancies, the republican Congressmen are bringing pressure to bear en President Harrison to have an order issued to con sider these commissions as dating from the original appointment. The president has referred the question to "me too" Mil ler for an opinion, and the chances are that all those officials appointed by Mr Cleve land in the spring and summer of 1SS5 w ill find out that their commissions are consid ered as having expired, notwithstanding that it was in some cases a year after ap pointment before the Senate confirmed them. The republicans want the offices and not having any good excuse for remov ing the. incumbents they have hit upon this scheme. The Intcr-Sutc Commerce Commission has notified the officers of all the railroads in the middle and Eastern states to appear before the Commission May 3rd "and set forth the persons and classes of persons, if any, to whom each of them has issued free passes or free transportation to persons other that, its own officers or employes and the officers and employes of other railroad companies, and all the conditions and lim itations connected therewith in each In stance, and how they do this branch of business. Every mother knows how often little ones' get something in the eye. Take hold of the lashes of the upper lid with the left hand pres sing the dull point of a pencil against the middle of the lid, turn it upward; then remove the substance with a camel's hair b-ush or the corner of a soft handkerchief. The five central American republics, Costa Rica, Guatemala, Nicaragua, Salva dor and Honduras, have taken another step toward a federal union, by agreeing upon a treaty which provides that any difficulties arising between them shall be settled by the arbitration of some foreign power ; that none of the five shall form foreign alliances without the consent of all, and that delegates from all shall meet annually to consider matters of mutual Interest. The freedom of the press seems to be a doctrine exceedingly difficult to compre hend in England. It is undoubtedly true that there may sometimes be too much freedom of personal abuse, but to fine an editor $1,500 for saying that a can-can dance which he himself saw was Indecent, is carrying censorship a little too far. A fine lint of gold head td car.es II Ewerts, In reversing the adverse decision of Com missioner Black upon the application for a pen sion in the case of death by delirium tremens of a man who had suffered no disability in the army, Commissioner Tanner said it was possi ble that the man might havj contracted the I habit of drinking in the army, becoming a drunkard twenty-five years later. There was no evidence that the man ever drank in the army. The $So,ooo,ooo a year in pensions now will easily be multiped several times uader four years of Tanner. B.miies.
