The Washington Past says: "In regard the policy which President Harrison will pursue in the matter of federal appointments, "The president has passed the word around that he will not act as arbitrator in any factional quarrels, that he wiH not lend himself to either side in such quarrels. He tells all the senators and representatives who call upon him that it will be greatly to their advantage and facilitate his labors if they will settle their dissensions among themselves, and not present more than one candidate from the same state for anyone office If the various candidates will make ap .Iat for the various offices within their states and give them unanimous indorsement, he will act promptly, but all the appointments over which there is any dispute will be deferred. Most of the states are doing this, and are endeavoring to relieve the president as much as possible. w This will make every applicant for aa ofBce subservient to the senators and representatives in congress in his state. He will be placed under such obligations when appointed that he becomes virtually their slave and not the ser vant of the public. This scheme puts vast power in the hands of senators which they will use to build up their own political fortunes on the blasted hopes of every other republican who seeks senatorial honors. This policy just what killed Conkling. He insisted that senators should be consulted when making ap pointments. This policy instead of strengthen ing the republican organization will eventually E disintegrate it. No free people will Song sub mit to the rule of such an aristocracy. Rain fell in torrents on the Oregon division cf the Southern Pacific sj'stem this morning, causing serious damage to theirack and obstructing the passage of trains. The north-bound train which left this city at 7 A. M. yesterdav was detained several hours at Smithses.a small station above Reddiug, because of a landslide which covered the track there. A work train being near at hand, the labor of removing the debris was ac complished as quickly as possible and the train moved on, but it did not go far before another obstacle was encountered in the shape of an ex tensive slide near Welsh spar.
