    Several Albany automobilists are
driving their machines a good deal
faster than the law allows, cndangeiing
the lives of pedestrians There have
been several close calls. The Democrat
has been told by a man that he was in
a car that went around a corner upon a
business street going, at the rate of 35
miles an hour, as shown ty the indicator.
It is time this kind ot business was
stopped.

Benton counties are dry." That is one
ot the best boosters Albany nas. It is
a good advertisement The people who
have been coming here because Albany
is dry, are the kind we want. Those
who leave because it is dry are the

Dougall, for several years pastor of the
M. E. church of Albanv and for the
past three years in charge of the Mount
Tabor Methodist church in Portland,
has made a record since coming here
that will be especially pleasing to the
members of his old charge at Albany
and to his many friends in thac city.
The dedication of the beautiful new
church building, constructed by Mr.
McDougall at a cost of 16,000, took 1
place on Sunday, April 10, and at that
time the entire church debt was wiped 1
out and $100 J more monev raised than
enough to pay the amount back on the '
new building and its furnishings. It
was a great triumph for Mr. McDoug-.
all and his wife, and is the talk in j
church circles in this city. i
A few nights later when Mr. and Mrs.
McDougall had been invited out to tea.

found a surprise party awaiting them
in the church. Mr. McDougall was
seized upon and taken to the platform
where tho chairman of the board of
trustees, on behalf of the nlHcial board,
presented the pastor with a large and
beautiful silver loving cup, suitably en
graved, showing the appreciation of
the congregation for his efforts toward
giving them the splendid new church
uilding, the erection ot which was
largely due to his untiring efforts and
his ability as u manager. The pastor
was completely taken by surpriso and,
though gp""vally a ready speaker, this
was one r ion when he had nothing
to say. I - I; him several minutes to
collect hiinaclf sufficiently to maku a ;
suitable response to the magnificent
gift.
The congregation, happy in its new
home, spent a most enjoyable evening
in tho sanctuary with Iheir beloved
pastor and his wife and the affair was
made one of the most pleasant in the I

Munkers, on the I'orvnllis and Eastern
to Scio anil thence into Jordan Valley.
The capital stock is $50,000 and A. G.

for building the road from V unkcra to
Scio has been rained nnd the rest will
he secured. It is proposed to have a

closed its charter ,ist with 47 names,

Bill Lowrie and Mol Kelly, who have
been occupying room 24 at the Hotel
Albany for a few weeks were taken
charge oi this afternoon by Chief of
Police Munkers.
Last night John Da!y came down from
Gates, where according his story,
which the Democrat man heard, he met

Amending the charter of the City of
Albany, Oregon, by providing for and
authorizing the selection, purchase, or
other acquirement by said city of a
site for a city hall, the erection, con
struction, equipment and maintenance
by said city of a ctty hall thereon, the
issuance and and sale Jy said city of
negotiable, interest-bearing bonds in
the sum of forty thousand dollars to
defray the expenses 'thereof, the sale
or encumbering of real property of
said city, and the disposal of the pro
ceeds therefrom.
BE IT ENACTED BY THE LE
GAL VOTERS OF THE CITY OF
ALBANY, OREGON:
THE PEOPLE OF THE CITY
OF ALBANY DO ORDAIN AS
FOLLOWS, TO-WIT:
Section 1. That an Act entitled ''An
Act to incorporate the City of Albany,
and to provide a charter therefor, and

wit: CHAPTER XV.
Section 164. The City of Albany, by
and through its Common Council shall
have the power and authority and is
hereby authorized and directed to pur
chase or otherwise acquire or provide
a suitable site upon which to erect,
and maintain a City Hall, and
to thereupon and thereafter erect,
build, construct and maintain
thereon such City Hall the total ex
pense for which shall not exceed the
sum of forty thousand dollars- ($40,
000.00). Section 165. That said site for said
i City Hall may be property now owned
' by the City of Albany or other prop
! ertv. whichever the Citv Council by
ordinance may select; and the City'
Council is hereby authorized and cm-
powered to make' selection by cstdi-'
nance ot such site tor said City riaN,
and if it deems expedient to convert
any realty now owned by said city to
said use.
Section 166. For' tfic purpose oft'
carrying1 the provisions of this Chap
ter into effect, the- Common Council
shall have power and authority and i
hereby -expressly authorized, emnow-
cred! and directed to issue negotiable,
interest bearing bonds to- the amount
or siim of forty thousand' dollars ($40.
"00.00) tr defray the expenses of
building and constructing- such city
hall and providing, purchasing or oth
erwise acquiring a suitable site in the
said City of Albany, Oregon, therefor,
(said bonds to be in addition to the
present bonded debt of said city), said
bonds to bear such rate-of interest and
to be payable at such tunc and in
such amounts as the Council may by
ordinance rfctenmne; said bonds to
bear interest- not to exceed five per
centum per annum, anf to be sold for
not less than par and to run not more
than 20 years; said bonUSi shall be is-
sued' under the corporate- seal of the
City of Albany, signed by the Mayor, :
and countersigned by the City Rc- :
corder of. said- City of Albany.
Section 167. The Common Council
of said City of Albany shall have the
power and :;nihority, and' it is hereby
expressly authorized' to submit and
award any and' all contracts necessary
or expedient for the construction and
erection of said City Hall" or any part

5. To require the respective City
officials or other persons, firms or
corporations occupying any part of

termination of their official or other
occupancy thereof any and all furni
ture, apparatus or equipment belong
ing to the City of Albany, or failing
so to do, to enforce the collection of
all damage to said City occasioned by
such failure; and to provide for pun
ishment therefor, and for any trespass,
injury or nuisance committed upon or
damage to the said City Hall or the
grounds upon which said Hall is situ
ate! or its ornaments, improvements,
equipment or apparatus, said punish
ment to be by line or imprisonment
